Concepções de promoção da saúde presentes nas Conferências Nacionais de Saúde Bucal / Conceptions of health promotion present at the National Oral Health Conferences

RESUMO

Objetivos: Analisar as Conferências Nacionais de Saúde Bucal, com ênfase na concepção e fundamentos da promoção da saúde, entendendo este recorte como um alinhamento do papel social da Odontologia. Métodos: Trata-se de um estudo descritivo de cunho documental, realizado a partir da análise dos relatórios finais das três conferências nacionais de saúde bucal disponíveis no site do Ministério da Saúde. Para fins de análise desta pesquisa, de base documental, utilizou-se o referencial da análise temática para apreender as concepções e os fundamentos de promoção da saúde presentes. Resultados: Pôde-se observar que a odontologia foi gradativamente incorporando o sentido e o significado da promoção da saúde enquanto referencial orientador para ações de saúde bucal. Evidenciou-se que a visão ampliada de saúde faz parte do relatório das três conferências, e que concepções de promoção da saúde concernentes com o cenário internacional da época foram assumidas, mesmo ainda evidenciando-se ações preventivas de caráter vertical. Fundamentos importantes para a promoção da saúde também estão presentes, tais como intersetorialidade, integralidade das ações, equidade, autonomia e participação popular. Conclusões: Tais concepções foram de fundamental importância para agregação junto a uma Política Nacional de Saúde Bucal que viria a se concretizar anos depois.

ABSTRACT

Objective: To analyze the National Oral Health Conferences, with emphasis on design and foundations of health promotion, as an alignment of the social role played by dentistry. Methods: It is a descriptive study, conducted with basis on the documentary analysis of the final reports of the three national conferences of oral health, available on the website of the Ministry of Health. The analysis in this evidence-based research was inspired by the reference of thematic analysis to grasp the existing concepts and foundations of health promotion. Results: It was observed that dentistry was gradually incorporating the sense and meaning of health promotion as a guiding reference for oral health strategies. It was evident that the broader view of health is part of the reports of the three conferences and that concepts of health promotion pertaining to the international scene at the time were taken even further, evidencing preventive actions of vertical character. Relevant basis for health promotion are also present, such as intersectionality, integrality of actions, equity, autonomy and popular participation. Conclusion: Such views have been of great importance for aggregation along a national oral health policy that would become a reality, years later.
