A política esportiva do governo Lula: o programa Segundo Tempo / The sport policy of Lula's government: the program Second Time

RESUMO

Este estudo analisa o Programa Segundo Tempo (PST), que é de responsabilidade do Ministério do Esporte (ME), usando como base as categorias e os indicadores propostos por Boschetti (2009). Inicialmente, fez-se uma discussão sobre as transformações societárias e as políticas sociais. Em seguida, acerca do PST, foram identificados os marcos legais, a abrangência, os critérios de acesso e permanência, as formas de articulação com as demais esferas de governo, com as organizações não governamentais e as dificuldades da interação com a sociedade. Quanto ao aspecto da gestão, percebe-se que, apesar de os documentos oficiais sinalizarem para democratização e descentralização, o programa possui dificuldades para concretizar um modelo de gestão com estes princípios. Outro elemento de análise diz respeito ao financiamento do PST, que claramente indicou para supremacia de recursos do ME, com um crescimento progressivo durante os últimos três anos. Contudo, houve, durante o governo Lula, uma priorização do esporte rendimento, principalmente a partir de 2006, com a entrada do governo federal para a organização do Pan. Essa tendência deve continuar nos próximos anos, pois o país será sede dos mais importantes eventos esportivos do mundo.

ABSTRACT

This study analyzes the Program Second Time, that is responsibility of Ministry of Sports, and it uses as a theoretical basis the categories and indicators proposed by Boschetti (2009). Initially, it was made a discussion about the societal changes and social policies. Next, with respect to PST, were identified legal frameworks, scope, criteria for access and retention, the forms of articulation with other levels of government, non-governmental organizations and the difficulties of interaction with society. Regarding the aspect of management, it is clear that, despite official documents to signal for democratization and decentralization, the program shows difficulties to implement a management model with these principles. The study also analyzes the financing of the PST, which is from resources of the Ministry of Sports, with a progressive growth over the past three years. However, there has been a prioritization of performance sport during the Lula's government, especially from 2006, with the organization of the Pan by the federal government. The trend should continue in the future, as the Brazil will host the most important sport events in the world.
