ABSTRACT
This article is a literature review on the subject of the Municipal Health Councils as an instrument of social control and political democratization of health. There was a reasonable share of advisers in the formulation, implementation and evaluation of policies. However, for this is efficient and effective participation in the conduct of public health policy, it is necessary to responsibility, commitment and popular organization in order to decrease the distance between representatives and represented. The maturation process must take place to discuss the demands that can actually be implemented and resolved by increasing the credibility of the councils. On the order hand, the high degree of control by municipal governments found, it also represents an obstacle in real democratization, as this depends on the association of political will of governments and the mobilization of civil society, and often what you see is the privilege of certain classes over others.
