Agentes comunitários de saúde: aspectos bioéticos e legais do trabalho vivo / Community health workers: bioethic and legal aspects of living labour

RESUMO

Os agentes comunitários de saúde (ACS) – que compõem a equipe da Estratégia Saúde da Família (ESF) – são trabalhadores residentes na comunidade que desenvolvem ações de promoção e de educação em saúde, por meio de visitas domiciliares às famílias do território em que atuam. Este artigo apresenta uma revisão do marco histórico e legal dessa categoria profissional e sua inserção no mundo do trabalho vivo. São discutidos, à luz da literatura pertinente, os condicionantes desejáveis para a formação do ACS diante da diversidade das relações estabelecidas por esses profissionais com as famílias, tendo em vista os problemas que surgem no âmago das ações de cuidado, tais como doenças, desemprego, pobreza, uso/abuso de drogas lícitas e ilícitas, risco pelo contato direto e indireto com pessoas que vivem na ilegalidade, entre outros. A partir dessa perspectiva, a bioética pode ser proposta como saber essencial à composição de uma caixa de ferramentas mínimas, capaz de instrumentalizar o ACS para a identificação e o enfrentamento dos problemas éticos emergidos no espaço-tempo da ESF.

ABSTRACT

Community health agents – who make up the Family Health Strategy team – are workers who live in the community and conduct health promotion and education actions, by means of home visits to families within the territory where they work. This article presents a review of the historical and legal framework of this professional category and its insertion into the world of living work. We discuss, in the light of relevant literature, the desirable conditions for the agent's education given the diversity of relations established by these professionals to families, having in mind the problems that arise within care action, such as diseases, unemployment, poverty, licit and illicit drug use/abuse, risk due to direct and indirect contact to people living in illegality, among others. From this perspective, bioethics may be proposed as a key knowledge regarding the composition of a minimum toolbox, able to provide the community health agent with tools to identify and cope with the ethical problems emerging from the space-time of Family Health Strategy.
