Ações estruturantes interministeriais para reorientação da Atenção Básica em Saúde: convergência entre educação e humanização / Interministerial structuring actions for reorientation of Primary Health Care: convergence between education and humanization

RESUMO

O Sistema Único de Saúde (SUS) tem entre suas prerrogativas ordenar a formação de recursos humanos na saúde. Buscando atender esse compromisso, os Ministérios da Saúde e Educação apresentam “ações estruturantes interministeriais” que favorecem a reorientação das práticas profissionais, por meio de estratégias de formação e valorização dos profissionais da saúde em consonância com os princípios e diretrizes do SUS. Entre as iniciativas, destacamos o Programa nacional de reorientação da formação profissional em saúde, o Programa de educação pelo trabalho para a saúde, a Universidade Aberta do SUS e o Teles saude Brasil. O presente trabalho propõe uma reflexão sobre a importância da inter-relação entre os princípios teórico-metodológicos das Políticas de Educação Permanente em Saúde e de Humanização para a estruturação das propostas referentes às ações interministeriais e sua contribuição no preparo de profissionais para efetivar a Atenção Básica à Saúde (ABS) com vistas à promoção da saúde. Para tanto, refletimos sobre as origens e desenvolvimento da formação e humanização, pautadas pela compreensão de que os sujeitos envolvidos devem mobilizar mudanças no e para o processo de trabalho, as quais promovam a reestruturação curricular a fim de efetivar aproximações entre ensino e serviço. Concluímos que os dispositivos interministeriais são estratégias que estimulam a participação de gestores, trabalhadores,usuários e instituições de ensino, na promoção de mudanças que podem repercutir na consolidação do sistema público de saúde integral, humanizado e resolutivo, porém salientamos a necessidade de transformações no setor social e político, para essa efetivação.

ABSTRACT

The Unified Health System (UHS) has among its prerogatives the organization of ways for training human resources forhealth. To meet this commitment, the Ministries of Health and Education have “structural inter actions” to promote the reorientation of professional practices through training and development strategies of health professionals in line with the UHS principles and guidelines. Among the initiatives we highlight the National program of reorientation of professional training in health, the in-service Educational program for health, UHS Open University and Telessaude Brazil (distance health assistance). This paper proposes a reflection on the importance of the interrelationship between the theoretical and methodological principles of the Education Policy for Permanent Education in Health and Humanization as a way for structuring proposals relating to the aforementioned interministerial actions and their contribution in the preparation of professionals to carry out the Primary Health Care (PHC) in order to promote health. For this, we reflect on the origins and development of training and humanization, guided by the understanding that the actors must mobilize changes in and for the work process which promote the restructuring of the curriculum in order to produce similarities between teaching and service. We conclude that interministerial devices are strategies that encourage the participation of managers, employees,users and teaching institutions for promoting changes that may impact on the consolidation of an integral, humanized and effective public health system, but emphasize the need for changes in the social and political sectors for this to be effective.
