Planejamento em saúde bucal na atenção primária à saúde: da teoria à prática / Oral health planning in Primary health care: from theory to practice

RESUMO

O Planejamento em Saúde é o instrumento que permite a consolidação dos princípios que regem o Sistema Único de Saúde, e está voltado à promoção de melhorias das condições de saúde e vida da população. Este estudo teve como objetivo analisar a articulação entre a teoria e a prá- tica do planejamento em saúde bucal, nas equipes da Estratégia Saúde da Família, no município de Lages, Santa Catarina. Foi realizado um estudo de caso com 23 cirurgi- ões- dentistas e a gerência da Estratégia Saúde da Família, por meio de entrevistas semiestruturadas e análise documental do plano municipal de saúde. Os dados foram analisados pela análise de conteúdo. Os cirurgiões-dentistas e a gerência veem o planejamento como sinônimo de plano de tratamento do paciente, bem como uma escala de tarefas ou atividades individuais e normativas. Na formação profissional, em nível de graduação, o planejamento em saúde parece ter pouca ênfase. Em relação ao plano municipal de saúde, ficou evidente que a saúde bucal ainda tem um papel pouco expressivo no planejamento da saúde do município, não contemplando aspectos como o diagnóstico da realidade, identificação de problemas e definição de metas baseadas na epidemiologia. Há necessidade de uma articulação entre os preceitos do Sistema Único de Saúde e uma prática de planejamento que legitime e fortaleça o trabalho das equipes de saúde da família.

ABSTRACT

Health Planning is the instrument that enables the consolidation of the principles governing the Brazilian Health Care System, and is aimed at promoting improvements in health conditions and living standards. The intent of this study was to analyze the relationship between the theory and practice of oral health planning, in teams from the Family Health Strategy in the city of Lages, Santa Catarina. A case study was conducted with 23 dentists and the management staff of the Family Health Strategy, through semi-structured interviews and documental analysis of the municipal health plan. Data were analyzed using content analysis. The dentists and managers see planning as synonymous with the patient treatment plan, as well as a scale of individual and normative tasks or activities. In professional training at the undergraduate level, health planning seems to have too little emphasis. In relation to the municipal health plan, it became clear that oral health still has an insignificant role in the city's health planning, in not contemplating such aspects as diagnosing the actual situation, identifying problems, and setting goals based on epidemiology. There is a need for articulation between the Unified Health Care System's principles and a planning practice that legitimizes and enhances the work of the family health teams.
