Redes de Atenção à Saúde: rumo à integralidade / Health Care Networks: towards the integrality

RESUMO

Neste artigo, temos o objetivo de contribuir para o debate a respeito de um tema contemporâneo para o Sistema Único de Saúde, e que é, também, um de seus grandes desafios no campo da atenção as Redes de Atenção à Saúde (RAS). A abordagem será estruturada a partir de 1) trajetória do SUS nos seus 25 anos, constatação da sua fragmentação como marca e dificuldades de planejamento inteligente e real; 2) referências à construção teórica das RAS no mundo e no Brasil; 3) estado da arte da prática e da implementação das RAS no País, com ênfase no esforço dos últimos três anos de gestão do SUS; e 4) desafios para a real implantação das RAS nesse tempo histórico do SUS.

ABSTRACT

In this article, we aim to contribute to the debate about a contemporary issue for the Brazilian national healthcare system, Sistema Único de Saúde (SUS), which is also one of its greatest challenges in the field of health care Health Care Networks (RAS). This approach is structured based on 1) the trajectory of the SUS throughout its 25 years, the realization of its fragmentation as a mark and the difficulties in intelligent and realistic planning; 2) references to the theoretical construction of the RAS around the world and in Brazil; 3) the state of the art of the RAS practice and implementation in the country, with emphasis on the effort of the lastthree years of SUS management; and 4) the challenges for the implementation of the RAS in this historic moment for the SUS.
