Financiamento e governança em saúde: um ensaio a partir do cotidiano / Healthcare financing and governance: an essay considering daily routine

RESUMO

Neste artigo, objetivamos revisar, sem esgotar, a literatura existente sobre financiamento em saúde, agregando reflexões sobre o tema à luz do conceito de governança. As reflexões são elaboradas a partir da experiência dos autores com o cotidiano da gestão da Secretaria de Atenção à Saúde, do Ministério da Saúde. O objetivo é, de forma conceitualmente embasada, contribuir para a discussão sobre o financiamento à saúde. A linha argumentativa, as constatações e conclusões são de inteira responsabilidade dos autores, não exprimindo, necessariamente, o ponto de vista do Ministério da Saúde e do governo federal.

ABSTRACT

With this article we aim reviewing, without pretensions of exhausting, the literature concerning health financing, reflecting on the subject under the light of the governance concept. The reflections hereby are made considering the authors experience with management daily routine at Health Attention Secretariat, under Ministry of Health. The goal is, conceptually grounded, contribute to the debate over health financing. The stream of arguments, findings and conclusions are authors’ entire responsibility, not necessarily expressing the institutional definitions of the Ministry of Health and the Federal Government.
