RESUMO

O presente trabalho traz informações que pretendem subsidiar o entendimento dos processos que geraram o fortalecimento da democracia na estrutura do Ministério da Saúde a partir da criação da Secretaria de Gestão Estratégica e Participativa, SGEP, e políticas que foram instituídas pelo Ministério da Saúde - MS, que vem sendo desenvolvidas, ou implementadas, especialmente as voltadas às populações em situação de vulnerabilidade. Foi dado enfoque ao Departamento de Apoio à Gestão Participativa e ao Controle Social, DAGEP, e ao Departamento de Ouvidoria Geral do SUS, DOGES, que estrategicamente articulados desenvolvem ações com vistas a atingir os objetivos das políticas de promoção da equidade em saúde voltadas às populações vulneráveis, citadas nesta dissertação. Apresenta o Sistema OuvidorSUS, com seus objetivos, instrumentos, funcionamento e abrangência, como ferramenta fundamental de otimização de respostas às demandas dos usuários do Sistema Único de Saúde - SUS. Pretendeu-se prever facilidades e dificuldades de acesso às informações imprescindíveis para a identificação das demandas por saúde das populações vulneráveis; detectar lacunas e fragmentação no sistema que possam prejudicar a identificação de necessidades específicas por saúde dessas populações, principalmente, aquelas que são produzidas por iniquidades e injustiças sociais. ABSTRACT

This study brings information which aim to subsidize the understanding of processes that generated the strengthening of democracy in the structure of the Health Ministry from the creation of the Strategic and Participatory Management Office (SGEP) and policies that were instituted, that are being developed, or implemented, especially the ones aimed at populations in vulnerability situations. Focus has been given to Social Control and Participatory Management Support Department, DAGEP, and to SUS General Ombudsman Department (DOGES), which strategically articulate develop actions aiming to achieve the goals of the policies of health equity cited in this dissertation. Present the SUS Ombudsman System, with its goals, instruments, functioning, and coverage, as a fundamental tool in the optimization of answers given to the demands of the users of the Unique Health System (SUS). It was intended to predict the easiness’s and difficulties in the access to indispensable information on the identification of the vulnerable population’s health demands; detect the system’s gaps and fragmentations that may impair the identification of specific needs for health of these populations, primarily those which are produced by social iniquities and injustices.
