Alimentação escolar e a inserção da agricultura familiar no âmbito do Programa Nacional de Alimentação Escolar de Codó/MA / School feeding and the inclusion of family agriculture under the National School Feeding Programme Codó / MA

RESUMO

Analisar a adesão da agricultura familiar no Programa Nacional de Alimentação Escolar, da cidade de Codó/Maranhão. Trata-se de um estudo descritivo, de base primária, desenvolvido em três vertentes a partir da coordenação do PNAE, contemplando as escolas de ensino fundamental da rede pública da área urbana e os agricultores familiares vinculados ao PNAE. Foram elaborados três formulários um para coletar dados relativos à organização dos agricultores e da rede de ensino; outro para obter informações sobre o perfil dos agricultores familiares e dos alimentos produzidos por eles e comprados pelo PNAE; e o terceiro para descrever os alimentos oferecidos em nas escolas públicas do primeiro ao quinto ano do ensino fundamental. Foi realizada uma análise descritiva dos dados. Os resultados revelaram que o PNAE está implantado e a compra de alimentos oriundos da agricultura familiar ultrapassa o mínimo estipulado pela lei, com maior percentual em agosto de 2014 (45,4 por cento). Quase dois terços dos agricultores familiares, são mulheres, 60,3 por cento são solteiros e 43,0 por cento referem ensino fundamental incompleto. Na maior parte das escolas visitadas as preparações oferecidas não atenderam ao cardápio elaborado pela responsável técnica do PNAE. Por outro lado, foram realizadas adaptações com substituição dos alimentos previstos por produtos que estavam disponíveis no momento, considerando os grupos alimentares pré-definidos. Constatou-se a presença de pelo menos um alimento oriundo da agricultura familiar em mais de 50 por cento das escolas visitadas, revelando uma participação efetiva da agricultura familiar no PNAE do município de Codó...

ABSTRACT

Analyze compliance of family farming in the National School Meal Program in the Na-tional School Feeding Program (PNAE), the city of Codó/Maranhão state. This is a descriptive study, of primary base, developed into three ways starting from the coordination of PNAE, contemplating public education primary schools in the urban area and family farmers affiliated to the PNAE. Three forms were developed one to collect data on the farmers’ organization and education network; the second to obtain information about the family farming profiles and foods produced by them and bought by the PNAE; The third one to describe the food offered in public schools of first to the fifth grade of primary education. Descriptive analysis was per-formed and the results revealed that the PNAE is deployed and buying food from family farm-ing exceeds the minimum required by law, with the highest percentage in august of 2014 (45.4 percent). Nearly two thirds of farmers are women, 60.3 percent are single and 43.0 percent of them have incomplete primary education. In most schools visited, the offered preparations did not attend the menu prepared by the Technical Supervisor of NSFP. On the other hand, adjustments were made with substitution of the food provided for other products that were available at the mo-ment, considering the predefined food groups.
