A inserção e a atuação dos fisioterapeutas concursados da rede municipal de Santa Maria/RS / Insertion and practice of municipal physiotherapistsat Santa Maria/RS

RESUMO

No decorrer da história, ocorreram evoluções do conceito desaúde, levando a revisão das estratégias dos sistemas de saúde eatuação dos profissionais, entre eles o fisioterapeuta. O objetivodesta pesquisa foi investigar a inserção e a atuação dos fisioterapeutasconcursados que atuam no SUS em Santa Maria (RS). Decaráter quantitativo e delineamento transversal, ocorreu com 16fisioterapeutas do município, sendo excluídos os prestadores deserviços terceirizados. Destes, 9 (56,25%) trabalham pela PrefeituraMunicipal e 7 (43,75%) na área hospitalar. Questionados sobre otipo de atuação realizado no local de trabalho, 13 (81,25%) citaramreabilitação/cura de patologias ou agravos. Os pontos positivos doSUS mais descritos foram a rede de UBS, a diversidade de profissionaisatuantes e gratuidade dos serviços. Em relação aos pontosfrágeis as respostas mais reproduzidas foram o pouco número deprofissionais atuantes no Sistema, a falta de organização da rede desaúde municipal, falta de infraestrutura e de incentivo para capacitações,além de poucas unidades de saúde/leitos. Percebeu-se queos fisioterapeutas concursados de Santa Maria atuam em diversoslocais de abrangência do município, mas com forte predominânciahospitalar. Ainda, o interesse em trabalhar no SUS mostrou-se pequeno,o que pode ser mudado com a formação dos novos egressosda profissão sob respaldo das Diretrizes Curriculares Brasileiras que,aliado a uma gestão forte e organização de rede de saúde satisfatóriamotivará o ingresso de novos profissionais na área de Saúde Pública.

ABSTRACT

Health conception has evolved throughout history leading torevising strategies of health care system and professional practice.It includes the physiotherapist. The aim of this survey was to studyinsertion and practice of municipal physiotherapists at Santa Maria– RS. This is a cross-sectional and quantitative study and includedsixteen municipal physiotherapists. Nine of them (56,25%) worksfor the municipality and seven (43,75%) for hospitals. Outsourcedservice providers were excluded. When asked about the type of workperformed, thirteen (81,25%) answered rehabilitation or cure ofdiseases or injuries. The positive points of National Health Systemwere the network of health centers, the diversity of professionalsand gratuity of service. The negative points most reported weresmall number of professionals, lack of organization of municipalhealth, lack of infrastructure and incentives for training, and fewhealth units / beds. We observed that municipal physiotherapistsfrom Santa Maria working practices were developed at several placesbut mainly in hospitals. We also noted that interest of working atpublic health services is small. This fact can be changed by graduatingprofessionals under the current Brazilian Curriculum Guidelines.Allied to strong management and satisfactory organization of healthcare, they may motivate incoming of novel professionals at publichealth care.
