ABSTRACT

In an effort to achieve the goal of building a healthy China by 2020, the 13th Five-Year Plan of the healthcare system must be compiled on scientific basis.Three breakthroughs must be made as followsthe first is to build a quantitative and qualitative indicator system for Healthy China;the second is breakthrough in management of the primary healthcare system;the third is to break through major roadblocks in the healthcare reform.
