RESUMEN

Este plan ha sido formulado por la Comisión Nacional contra el VIH (CONAVIH), a través de la Subcomisión Nacional de Monitoreo y Evaluación, bajo la consulta, consenso y validación de representantes del gobierno, sociedad civil y cooperantes internacionales, estableciéndose como una herramienta de apoyo técnico, que debe ser retomado por los diferentes sectores y aplicarla en sus planes de monitoreo específicos para que el trabajo sea bajo una misma dirección y esfuerzo, ya que al garantizar un monitoreo constante desde cada una de las instituciones involucradas en la respuesta nacional al VIH, permitirá identificar las áreas que necesitan ser fortalecidas, así como la medición de resultados de impacto que servirá para la generación de insumos para el análisis estratégico y el fortalecimiento de la toma de decisiones, también permitirá a los diferentes actores de la respuesta nacional, constar con una guía para la planificación, coordinación e implementación de la respuesta en VIH, evaluar la efectividad de la respuesta en VIH e identificar las áreas para mejoramiento del programa, lo que servirá para asegurar la rendición de cuentas ante aquellas personas infectadas o afectadas por VIH, así como ante aquellas que proveen los recursos financieros para la respuesta en VIH

ABSTRACT

This plan has been formulated by the National Commission against HIV (CONAVIH), through the National Monitoring and Evaluation Subcommittee, under the consultation, consensus and validation of representatives of the government, civil society and international cooperators, establishing itself as a tool for technical support, which must be taken up by the different sectors and applied in their specific monitoring plans so that the work is under the same direction and effort, since by guaranteeing constant monitoring from each of the institutions involved in the national response to the HIV, will allow the areas that need to be strengthened to be identified, as well as the measurement of impact results that will serve to generate inputs for strategic analysis and the strengthening of decision-making, it will also allow the different actors of the national response, include a guide for the planning, coordination and implementation of the HIV response, evaluate the effectiveness of the HIV response and identify areas for program improvement, which will serve to ensure accountability to those people infected or affected by HIV, as well as to those who provide the financial resources for the HIV response
