Um olhar sobre as vítimas indiretas dos homicídios provocados e sofridos por policiais / A look at the indirect victims of homicides caused and suffered by police officers

RESUMO

Esta dissertação buscou identificar, analisar e compreender os impactos dos homicídios praticados e sofridos por agentes policiais na saúde de amigos e familiares próximos às vítimas, conhecidos como vítimas indiretas. Partiu-se da compreensão de que a experiência da morte violenta de um ente querido afeta a saúde física e mental das vítimas indiretas. A escolha por abordar os homicídios provocados ou sofridos por agentes policiais ocorreu por relacionar-se diretamente às Políticas Públicas de Segurança e de Saúde do Estado. Realizou-se um estudo qualitativo exploratório, contendo oito entrevistas narrativas (cinco com familiares de pessoas mortas por agentes de segurança do Estado e três com familiares de policiais assassinados), que auxiliaram a compreensão de como as vítimas indiretas vivenciam as repercussões do homicídio em suas vidas. A fim de situar a magnitude do problema, a análise traçou um panorama epidemiológico descritivo dos homicídios no Brasil, e para compreender os significados e percepções da experiência de perda de um ente querido, as entrevistas foram submetidas à análise temática. Os resultados apontaram problemas de saúde como depressão, síndrome do pânico, transtorno de estresse pós-traumático, hipertensão, diabetes, insônia, problemas cardíacos e distúrbios alimentares. Também mostraram que os impactos vão muito além da saúde, pois afetam a estrutura e as relações familiares, os aspectos financeiros, a vida social dos seus membros e a relação com o Estado. Observou-se que familiares e pessoas próximas de vítimas de homicídio também são vítimas. Com isso, destaca-se a necessidade de questionar e problematizar as Políticas de Segurança Pública, no que se refere à atuação dos seus agentes, e das Políticas de Saúde, que precisam atender às demandas de saúde dessas vítimas.

ABSTRACT

This dissertation sought to identify, analyze and understand the impacts of homicides committed and suffered by police officers on the health of friends and family close to the victims, known as indirect victims. It started from the understanding that the experience of the violent death of a loved one affects the physical and mental health of the indirect victims. The choice to address this type of homicides was due to its direct relationship to the State Public Health and Safety Policies. An exploratory qualitative study was carried out, containing eight narrative interviews (five with relatives of people killed by state security officers and three with relatives of murdered police officers), which helped to understand how indirect victims experience the repercussions of homicide in their lives. In order to situate the magnitude of the problem, the analysis traced a descriptive epidemiological panorama of homicides in Brazil, and to understand the meanings and perceptions of the experience of losing a loved one, the interviews were subjected to thematic analysis. The results pointed out health problems such as depression, panic syndrome, post-traumatic stress disorder, hypertension, diabetes, insomnia, heart problems and eating disorders. They also showed that the impacts go far beyond health, as they affect family structure and relationships, financial aspects, the social life of its members and the relationship with the State. It was observed that family members and people close to victims of homicide are also victims. Thus, the need to question and problematize Public Security Policies, with regard to the performance of their agents, and Health Policies, which need to meet the health demands of these victims, is highlighted.
