A tensão capitalismo e democracia: o desafio à construção radicalmente democrática de políticas distributivas de cidadania

RESUMO

O objetivo dessa reflexão é compreender os desafios à construção radicalmente democrática, participativa de políticas distributivas de cidadania conquistadas na Constituição de 1988 frente ao macrocontexto do golpe de 2016 no Brasil e sua articulação com o macrocontexto da crise sistêmica do capitalismo financeiro global e a radicalização da tensão capitalismo e democracia.Inicialmente abordamos essa tensão a partir dos desafios colocados à efetivação do direito à saúde proclamado na Constituição de 1988 realizando um giro de volta aos valores fundantes do Movimento da Reforma Sanitária Brasileira (MRSB) na perspectiva de um projeto civilizatório contra hegemônico, como experiência radicalmente democrático participativa, e, como inovação epistemológica, na produção/criação de um novo campo de conhecimento, a saúde coletiva, alinhado ao que Santos (2010) conceitua como pensamento pós abissal. O trabalho também procura ordenar os desafios pós golpe de 2016, com a quebra da institucionalidade e a usurpação da soberania do voto popular, a construção de uma nova hegemonia política na perspectiva de um projeto inclusivo de desenvolvimento frente ao atual processo de interdição da democracia no Brasil e o desmonte da Constituição de 88 via uma constituinte sem povo.

ABSTRACT

The purpose of this reflection is to understand the challenges to the radically democratic, participative construction of the distributive policies of citizenship conquered in the Constitution of 1988 against the macrocontext of the coup of 2016 in Brazil and it sarticulation with the macrocontext of the systemic crisis of global financial capitalism and the radicalization of the tension between capitalism and democracy. Initially, we address this tension based on the challenges posed to the realization of the right to health proclaimed in the Constitution of 1988, making a turningback to the founding values of the Brazilian Sanitary Reform Movement (MRSB) in the perspective of a counter-hegemonic civilizational project as a radically democratic participatory experience, and, as epistemological innovation, in the production / creation of a new field of knowledge, collective health, aligned with what Santos (2010) conceptualizes aspost-abyssal thought. The work also seeks to organize the post-coup challenges of 2016, with the breakdown of institutionality and the usurpation of popular vote sovereignty, the constructionof a new political hegemony in the perspective of an inclusive development project in the face of the current process of interdiction of the democracy in the Brazil and the dismantling of the Constitution of 1988 via a constituent without the people.
