The implementation of quality improvement systems is one of the most interesting and challenging developments in health care; in fact, it has emerged as a central focus for many health delivery systems internationally; Trinidad and Tobago being no exception. Quality systems in the context of health care reform have a fundamental purpose. The objective is to improve and maintain quality, effectiveness and efficiency. Ministries are introducing quality improvement programmes in an attempt to meet the needs of consumers whose expectations and demands have been growing with increasing awareness of their rights. Faced with the dilema of improving services with limited resources, systems for greater accountability must become an integral part of the quality agenda. External approaches
