RESUMO
Este relato analisa os principais desafios na construção da Escola Estadual de Saúde Pública (EESP), órgão vinculado a Secretaria de Saúde do Estado da Bahia (SESAB), de acordo com a percepção da equipe técnico-dirigente que participou das Oficinas de Integração e de Avaliação Semestral, realizadas no primeiro semestre de 2006. Os dados, obtidos por meio da observação participante e dos relatórios das Ofiicnas, foram trabalhados à luz do Triângulo de Governo de Carlos Matus. Levantam-se as hipóteses de que, naquele período, a percepção de pertencimento à EESP se vincula a situações e atividades em que os aspectos de caráter pedagógicos e coletivo são marcantes. As principais dificuldades identificadas são de ordem político-gerencial e também relacionam-se com insuficiências na relação EESP-SESAB, na falta de situações de compartilhamento com outras instituições de ensino e na pouca direcionalidade das intervenções realizadas. Conclui-se que os maiores desafios percebidos no vértice da Governabilidade são coerentes com as fragilidades de sua Capacidade de Governo e de seu Projeto de Escola. Seu enfrentamento requer estratégias efetivas para a articulação intra-institucional, para a definição da Política de Formação e Educação Permanente em Saúde, bem como para a formação de uma equipe que também possa sustentar uma nova proposta de trabalho nos eixos da Gestão, do Currículo e da Avaliação de uma Escola do SUS.
ABSTRACT
This report analyzes the main challenges in the establishment of the Public Health State School (EESP), an institution associated to the Health Department of the State of Bahia (SESAB). This report is based on the perceptions of the members of the technical-management committee, who participated in the Evaluation and Integration Workshops realized in the first semester of 2006. The data, obtained from participatory observations and reports from the Workshops, were treated following the Government Triangle conception developed by Carlos Matus. The arising hypotheses are that in that period, the perception of belonging to EESP is associated to situations and procedures in which pedagogical and collective characteristics are of great significance. The main difficulties identified are of management-political nature, and are also related to insufficiencies in the relationship between EESP and SESAB, lack of opportunities for partnerships with other educational institutions, and reduced objectivity in the performed interventions. It is possible to conclude that the main challenges, in what refers to the government vertex, are coherent with the weaknesses of its Government Capacity and School Project. To deal with these difficulties it is necessary to develop effective strategies for interinstitutional articulation, the definition of Formation and Permanent Health Education Policies, and the constitution of a team that can sustain a new working proposal, focusing on Management, Curriculum, and Evaluation of a SUS School.
