RESUMO

O presente artigo discute as mudanças nas regras para a criação, reformulação, estruturação e funcionamento dos Conselhos de saúde determinadas na Resolução 333/03 do Conelho Nacional de Saúde. A análise destaca algumas transformações sociais e políticas ocorridas no Brasil, nas últimas décadas, e os reflexos desse contexto na relação estado e Sociedade, nos significados atribuídos à participação, na redefinição das funções e formatos dos Conselhos de Saúde e no entendimento sobre autonomia política. Questiona ainda, qual dinâmica deve orientar as ações dos Conselhos participativa ou fiscalizatória? E reflete sobre as exigências cada vez mais técnicas para a atuação dos Conselheiros, o que parece obscurecer a dimensão política inerente ao processo democrático.

ABSTRACT

This article discusses the changes in the rules for the creation, reformulation, structuring and functioning of the Health Councils in Brazil determined in Resolution 333/03 of the National Council of Health. The analysis highlights some social ans political changes that occured in Brazil in recent decades and the repercussions of this context in the relationship between State and Society, in the meaning attributed to participation, in the redefinition of functions and formats of the Health Councils and in the understanding on political autonomy. Questions also which dynamic should guide the actions of the Councils participatory or controlling? And reflect on the increasingly technical requirements for the performance of Councilors, which seems to obscure the political dimension inherent in the democratic process.
