RESUMEN

El Plan de Atención Básica, como estrategia para mejorar la calidad de vida de la colectividad, debe ser formulado por el ente territorial correspondiente, departamental, municipal o Distrital; el cual debe ser complementario con acciones de otros planes y sectores.Este plan debe modular acciones de todos los sectores y fuerzas de la sociedad, hacia la formulación y desarrollo de políticas saludables, la creación de ambientes propicios para la salud en las dimensiones físicas y sociales, el desarrollo de habilidades personales y colectivas para la protección y fomento de la salud y el redimensionamiento de los servicios de salud hacia la prevención de la enfermedad y la protección de la salud.Las acciones del Plan de Atención Básica, siempre son acciones hacia la colectividad, que no hacen referencia a las acciones individuales de promoción y prevención que deben realizar las Empresas Promotoras de Salud y las Administradoras del Régimen Subsidiado.
