Análise qualitativa dos conselhos locais da atenção básica de São Carlos: a dinâmica de funcionamento e participação / Qualitative analysis of São Carlos primary health care councils: operation and participation dynamics

RESUMO

Os conselhos gestores locais de saúde são espaços descentralizados de participação social garantidos constitucionalmente. Estando presentes em todos os serviços, garantem a acessibilidade. Compreender sua dinâmica possibilita um aumento no grau de informação sobre o funcionamento dos serviços e da administração de saúde municipal. Este estudo tem por objetivo conhecer estes Conselhos em funcionamento na Atenção Básica (Unidades de Saúde da Família e Unidades Básicas de Saúde) do município de São Carlos, através dos segmentos neles representados usuários, trabalhadores de saúde e gestores. Trata-se de pesquisa qualitativa, desenvolvida através de entrevistas semiestruturadas, analisadas pela técnica de analise categorial temática. Foram destacadas as categorias da dinâmica de funcionamento e a da dinâmica de participação. Os dados permitiram compreender a diversidade e as divergências nas formas de participação e refletir sobre a necessidade de potencializar a unidade de saúde como catalisadora da efetivação da cidadania, diminuir a segregação entre conselhos e a comunidade e fortalecer a gestão participativa.

ABSTRACT

Local Health Councils are constitutionally-granted decentralized spaces of social participation. Because they are present in all services, accessibility is guaranteed. Understanding their dynamics allows an increase in the level of information on the operation of municipal health services and administration. This study aimed to learn the operation of these Councils in the Primary Care Units (Family Health and Basic Health Units) of the municipality of São Carlos, through the segments represented users, health workers and managers. This is qualitative research conducted through semi-structured interviews assessed using thematic category analysis. Sections of the working dynamics and the participation dynamics were highlighted. The data allowed us to understand the diversity and differences in the forms of participation and reflect on the need to empower the health unit as a catalyst for effective citizenship, reducing the segregation between councils and community and strengthening participatory management.
