La regulación ética de las investigaciones biomédicas y los comités de ética de la investigación / Ethical regulation of biomedical research and research ethics committees

RESUMEN

El artículo se propone analizar ciertos dilemas éticos de la ciencia desde la perspectiva de los estudios sociales de la ciencia y la tecnología, fundamentando la necesidad de regular éticamente las investigaciones biomédicas en seres humanos y la importancia que tienen los Comités de Ética de la Investigación en ese empeño. Se presentan los principales códigos de ética que internacionalmente regulan la investigación biomédica en personas. También se destacan elementos del surgimiento de los comités de ética de la investigación en el mundo y en Cuba, y su papel en la formación ética de los investigadores. Se considera finalmente que existe una responsabilidad compartida en la regulación ética de las investigaciones por parte de organismos internacionales, estados nacionales e instituciones que realizan investigaciones biomédicas, investigadores y personas que participan como sujetos de investigación. También se concluye que la ciencia no es éticamente neutral por lo que los investigadores deben acatar ciertos principios morales que permitan proteger los derechos e integridad de la población que es sujeto de investigación biomédica(AU)

ABSTRACT

The study is aimed at analyzing certain ethical dilemmas of science from the perspective of social studies of science and technology, substantiating the need to ethically regulate biomedical research with human beings and the important role of research ethics committees. A presentation is made of the main international codes of ethics regulating biomedical research with persons. Reference is also made to the emergence of research ethics committees both worldwide and in Cuba, and their role in the ethical training of researchers. It is concluded that international agencies, national governments, biomedical research institutions, researchers and research subjects have a shared responsibility in the ethical regulation of research. It is also concluded that science is not ethically neutral, and researchers should abide by certain moral principles ensuring the protection of the rights and integrity of the subjects of biomedical research(AU)
