RESUMO

Esta dissertação avaliou o processo de implementação do Consórcio Intermunicipal de Saúde da microrregião do Teles Pires, no contexto da regionalização de atenção à saúde. O consórcio de saúde é uma associação entre os municípios e surgiu como uma forma de viabilizar o acesso à população a diferentes especialidades e serviços de saúde de forma regionalizada e cooperativa. A estratégia metodológica utilizada foi um estudo de caso único. O consórcio selecionado é o mais antigo do estado. Foi elaborado um Modelo Teórico de Avaliação e as categorias de análise e julgamento corresponderam às seguintes dimensões contexto externo, contexto político organizacional e contexto assistencial. A coleta de dados foi realizada a partir da análise documental, dados secundários dos Sistemas Oficiais de Informação e entrevistas semi-estruturadas. Investigou-se a influência dos determinantes contextuais sobre o grau de implantação do Consórcio. O contexto político organizacional foi analisado segundo as categorias de ―triângulo de governo‖ de Matus, incorporadas nos roteiros semi-estruturados aplicados aos atores-chave com poder decisório. Para a análise das entrevistas utilizou-se o Discurso do Sujeito Coletivo. A análise da dimensão assistencial focou a categoria de instrumentos formais de planejamento, acessibilidade e disponibilidade. Os resultados apontaram que, apesar dos avanços obtidos pela implantação do Consórcio, como estratégia de reorganização da assistência à saúde na microrregião, o grau de implantação alcançado pelo Consórcio foi intermediário. ABSTRACT

This dissertation has evaluated the process of implementation of the Intermunicipal Health Consortium from Teles Pires's micro region, in the context of the regionalization of attention to the health. The health consortium is an association among the municipal districts and they appeared as a way of enabling the access to the population to different specialties and health services in a regionalized and cooperative way. The methodological strategy used in this study was an only case study. The chosen consortium is the oldest one in the state. A Theoretical Model of Evaluation was elaborated and the analysis and judgement categories corresponded to the following dimensions external context, political organizational context and assistance context. Data collection was accomplished based on the documental analysis, secondary data of the Official Systems of Information and semi-structured interviews. The influence of the contextual determinants on the level of implantation of the Consortium was investigated. The political organizational context was analyzed according to Matus’s "government triangle", incorporated in the semi-structured syllabuses applied to the key actors with decision power. For the analysis of the interviews the Collective Subject's Speech was used. The analysis of the assistance dimension focused on the category of formal instruments of planning, accessibility and availability. The results pointed that, in spite of the progresses obtained by the implantation of the Consortium, as reorganization strategy of the attendance to the health in the micro region, the degree of implantation reached by the Consortium was intermediate.
