O tema deste artigo é a cooperação internacional em saúde entre o Brasil e aVenezuela, com foco na estruturação de uma Escola de Governo e de uma Rede Colaborativa de Instituições Formadoras no âmbito da Saúde, com vistas à formação de trabalhadores. Abordaremos o tema por meio da experiência desenvolvida entre a Escola Nacional de Saúde Pública Sérgio Arouca/Fiocruz (ENSP) e o Instituto de Altos Estudos em Saúde Doutor Arnoldo Gabaldón da Venezuela (IAE). Encontrar um formato horizontal e colaborativo para os processos de cooperação internacional no Eixo Sul-Sul, se constitui em um grande desafio para os países da UNASUL. Ao longos dos anos, temos convividos com experiências de cooperação internacional do Eixo Norte-Sul, onde a relação dominantese mostrou vertical e unilateral. Nos últimos 5 anos, a presença do Brasil tem se mostrado cada vez mais forte na cooperação internacional do eixo Sul-Sul e é importante que sepossa avaliar estas iniciativas, tendo como categorias principais de análise a relevância, a horizontalidade e o caracter sustentável e estruturante da cooperação, na qual ambos ospaíses ganhem com o processo.
ABSTRACT
The topic of this article is international cooperation in health between Brazil andVenezuela. Its main focus is on the structuring of a School of Government for training health personnel as well as a collaboration network of institutions. We will approach the subject by way of the experience that took place between the Escola Nacional de Saúde Pública Sérgio Arouca/Fiocruz (ENSP) and the Instituto de Altos Estudos em Saúde Doutor Arnoldo Gabaldón from Venezuela (IAE). Finding a horizontal and collaborational format for the processes of cooperation of the North-South axis, where the dominant relationship was vertical and unilateral.In the last five years, Brazils presence has been increasingly strong in the cooperation process between North and South, it is therefpre important to assess these initiatives. The main analy-sis categories are relevance, horizontality and the sustainable and structuring characteristic ofcooperation, in which both countries gain with the process.
