Saúde na fronteira do Acre com a Bolívia: caracterização da cooperação local em saúde tendo como referência o Município de Brasiléia / Health in Acre border with Bolivia: characterization of local cooperation in health with reference to the municipality of Brasiléia

RESUMO

A presente dissertação tem como objetivo problematizar a área de fronteira do Acre (Brasil)com a Bolívia, na perspectiva de caracterizar a cooperação local em saúde quanto ao acesso acesso aos serviços do Sistema Único de Saúde - SUS por cidadãos bolivianos e brasileiros não residentes, tendo como foco o município de Brasiléia, sede da região de saúde do Alto Acre, e também apontar subsídios do setor saúde para o Plano Estadual de Desenvolvimento Integrado de Fronteira no Acre - PDIF/AC demandado pelo Ministério da Integração. O acesso aos serviços de saúde ocorre há longa data e gera repercussões sobre a provisão de serviços, registros oficiais e gestão do orçamentos da saúde em nível local. A formalização legal do acesso aos serviços de saúde nas áreas de fronteira é um importante processo na dinâmica da cooperação local em saúde bem da saúde global através da diplomacia da saúde.Espera-se que a partir da aprendizagem com situações locais, serão produzidos subsídios que,ao fortalecerem o planejamento e formalizarem as ações de cooperação local em saúde.Pretende contribuir para que se conheça um pouco mais sobre esses problemas nessa região da Amazônia ocidental e, assim, subsidiar iniciativas de cooperação local em saúde, formais e sustentáveis, que contemplem e considerem as peculiaridades regionais das cidades situadas nessa área...

ABSTRACT

This work aims to discuss the border area of Acre (Brazil) with Bolivia, with a view to characterize the local health cooperation on access access to the Unified Health System - SUSby Bolivian citizens and non-resident Brazilians, focusing on the municipality of Brasiléia, headquarters of the High Acre health region, and also point the health sector subsidies to the State Plan of Frontier Integrated Development in Acre - PDIF / AC sued by the Ministry ofIntegration. Access to health services is long-standing and generates repercussions on the provision of services, official records and management of healthcare budgets at the local level. The legal formalization of access to health services in border areas is an important process in the dynamics of local cooperation in health and global health through health diplomacy. It is hoped that as the learning with local situations, grants will be made that by strengthening planning and formalize the actions of local cooperation in health. Aims to contribute to that know a little more about these issues in this region of the western Amazon and the rebysubsidize local cooperation initiatives in health, formal and sustainable, to address and consider regional peculiarities of the cities located in this area. The study addresses aspects ofthe irreversible rise of subnational governments, state and municipal in the sphere of international relations, as political articulation originated own, which focuses on the socialand / or economic development in border areas.
