Bioética Investigativa en Bolivia / Investigative Bioethics in Bolivia

RESUMEN

En este ensayo se realizó una revisión de la documentación disponible respecto a la bioética en Bolivia, inicia con una revisión a la situación de la bioética a nivel de Latinoamérica, en una segunda instancia se trata el tema de la ética y su relación con la investigación, haciendo una reflexión sobre las condiciones actuales en Bolivia respecto a la temática en cuestión, identificándose serias deficiencias y ausencias en el manejo éticos de la actividad investigativa. En un tercer acápite se realiza una cronología sobre la creación de los comités de ética, siendo el inicio el año 2000 con la creación de Comité Impulsor de Ética y Bioética en Bolivia, que luego se llamaría Comité Nacional de Bioética, además de iniciativas como COMETICA de la Facultad de Medicina de la UMSA, y otras en el interior del país. Finalmente, se realiza una compilación y revisión de la normativa partiendo desde la Nueva Constitución Política del Estado en la que se incorpora aspecto relativos a la investigación, derechos de las personas, respeto, consentimiento para la participación en estudios, además del rescate de las prácticas ancestrales desde el pensamiento y valores de las naciones y pueblos indígena originario campesinos. El Código de Salud que también refiere al consentimiento de las personas ante cualquier tipo de experimentación. El código de ética y Deontología refiere investigaciones con humanos previa experimentación en animales. En conclusión, la bioética es un tema pendiente para el desarrollo, considerando aspectos de financiamiento e institucionalización, formación y aplicación en Bolivia.

ABSTRACT

In this essay, a review of the available documentation on bioethics in Bolivia was carried out, beginning with a review of the situation of bioethics in Latin America. In a second instance, the topic of ethics and its relationship with research is discussed, reflecting on the current conditions in Bolivia with respect to the subject in question, identifying serious deficiencies and absences in the ethical management of research activity. In a third section, a chronology of the creation of ethics committees is presented, starting in 2000 with the creation of the Ethics and Bioethics Promotion Committee in Bolivia, which would later be called the National Bioethics Committee, in addition to initiatives such as COMETICA of Medicine Faculty of the UMSA, and others in the interior of the country. Finally, a compilation and revision of the regulations is carried out, starting from the New Political Constitution of the State, which incorporates aspects related to research, people's rights, respect, consent for the participation in studies, in addition to the rescue of ancestral practices from the thinking and values of the indigenous native peasant nations and peoples. The Health Code, which also refers to the consent of the people before any type of experimentation. The Code of Ethics and Deontology refers to research with humans after experimentation on animals. In conclusion, bioethics is a pending issue for development, considering aspects of financing and institutionalization, training and application in Bolivia.
