The crisis in science and technology in Colombia and its consequences / La crisis de ciencia y tecnología en Colombia y sus consecuencias

ABSTRACT

Colombia's national science and technology (S&T) system is in crisis, exacerbated by the low level of state investment of just 0.2% of the gross domestic product (GDP), one of the lowest figures in Latin America. Knowledge generation and, by exten sion, its scientific dissemination, have significantly decreased. If we add to this the reduction in S&T system resources such as, for example, the allocation of royalty funds to the con struction of road infrastructures, as well as the allocation of a considerable amount of the Colombian health research fund (FIS) (exactly 20 billion of the existing 60 billion, which comes from gaming and entertainment taxation) to pay for grants for medical and surgery residents in the country, the picture painted is bleak.

RESUMEN

El sistema nacional de ciencia y tecnología (C&T) de Colombia se encuentra en crisis, agravada por el bajo nivel de inversión estatal de apenas el 0,2% del producto interior bruto (PIB), una de las cifras más bajas de América Latina. La generación de conocimiento y, por extensión, su difusión científica, han disminuido significativamente. Si a esto le sumamos la reducción de los recursos del sistema de ciencia y tecnología como, por ejemplo, la asignación de fondos de regalías a la construcción de infraestructuras viales, así como la asignación de una cantidad considerable del fondo colombiano de investigación en salud (FIS) (exactamente 20.000 millones de los 60.000 millones existentes, que provienen de los impuestos sobre el juego y el entretenimiento) para pagar becas a médicos y cirujanos residentes en el país, el panorama que se pinta es desolador.
