A Fisioterapia no Programa Saúde da Família: percepções em relação à atuação profissional e formação universitária / Physiotherapy in the Family Health Program: perceptions regarding professional performance and university training

RESUMO

Para consolidação do Programa Saúde da Família (PSF) faz-se necessária umaadequação dos profissionais de saúde à nova estratégia, considerando-se aintegralidade como eixo estrutural e a saúde vista em sua positividade. AFisioterapia historicamente admitiu como objeto de trabalho o indivíduo doente, porém com sua inclusão gradual no PSF também torna-se co-responsável pela mudança na abordagem. Este estudo teve por objetivo analisar a inserção e a prática do fisioterapeuta no PSF do município de Londrina e as adequações da formação universitária a essa atuação. Tendo em vista a natureza do objeto depesquisa adotou-se uma metodologia de pesquisa qualitativa, configurando-se como um estudo aplicado às ciências sociais. Como instrumento de coleta de dados foiutilizada a entrevista semi-estruturada e os informantes-chave foram oitofisioterapeutas que trabalhavam no PSF em Londrina e seis professores de trêsinstituições de ensino superior com formação em Fisioterapia (três coordenadores de curso e três professores responsáveis pela disciplina de Saúde Pública) existentes no mesmo município. O corpus de pesquisa foi submetido à análise de conteúdo, sendo desenvolvidas três categorias: a) A fisioterapia no Programa Saúdeda Família em Londrina; b) A fisioterapia no Sistema Único de Saúde (SUS); c) A formação do fisioterapeuta. Na primeira categoria analisou-se a estruturação do serviço de fisioterapia no PSF em Londrina, como se dá a atuação do fisioterapeuta e qual o seu perfil para atuar no PSF. Na segunda categoria, as percepções dosfisioterapeutas e professores em relação à atuação da fisioterapia no SUS e suas visões do SUS. ABSTRACT

For consolidation of the Family Health Program (FHP), adaptation of healthcareworkers to the new strategy becomes necessary, considering integrality as astructural axis and the positive aspects of health. Physiotherapy has historicallyregarded the sick individual as the working object, but its gradual inclusion in the FHP also renders him co-responsible for the change in the approach. The objective of the present study was to analyze the incorporation and practice of the physiotherapist within the FHP of the municipality of Londrina and the adaptation ofuniversity training to this performance. In view of the nature of the study subject, a qualitative research method was adopted, representing a study applied to social sciences. Data were collected by a semi-structured interview and the key informants were eight physiotherapists working in the FHP of Londrina and six teachers with aphysiotherapy degree (three course coordinators and three teachers responsible for the discipline of public health) from three higher education institutions in the same municipality. The body of the study was submitted to content analysis and dividedinto three categories: a) physiotherapy within the FHP of Londrina; b) physiotherapy within the Brazilian Public Health System (Sistema Único de Saúde, SUS); c) training of the physiotherapist. In the first category, the structure of the physiotherapy service within the FHP of Londrina was analyzed regarding the performance of the physiotherapist and his profile to work in the FHP. In the second category, the perceptions of the physiotherapists and teachers in terms of the performance of physiotherapy within the SUS and their vision of SUS were evaluated.
