Conselhos, controle social e racionalidade do Estado / Councils, social control and the rationale of the State

RESUMO

O artigo resume os conselhos de políticas públicas e o controle social no contexto da reforma do Estado e da configuração dos atores sociais no Brasil. A autora propõe a busca de novos arcabouços teóricos e analíticos para a abordagem do tema em questão, a partir da constatação de que os conselhos tendem a se configurar como instância para-estatais em detrimento da perspectiva de controle da sociedade sobre o Estado. Esta tendência coaduna-se com a racionalidade instrumental do Estado contemporâneo, que tem na tríade mercado-sociedade civil-Estado a articulação para superar a questão social e garantir a governabilidade. O artigo foi elaborado a partir de pesquisas realizadas pela autora e sua equipe no grupo de pesquisas sobre políticas públicas e terceiro setor (CNPq) e de estudos bibliográficos.

ABSTRACT

This article summarizes public policy councils and social control in the context of the State reform and of configuring social actors in Brazil. The author proposes the search of new analytical and theoretical frameworks to approach the subject in question, besed on verifu]ying that councils tend to be formed as quasi-state instances in detriment to the perspective of societal control over the State. This trend develops hand in hand with the instrumental rationale of the modern day State, which uses the market-civil society-State trial as a base for overcoming the social issue and guaranteeing governability. The article was developed based on research carried out by the author and her team, as part of the research group in public policies and the third sector (CNPq) and bibliografical studies.
