Análise descritiva da utilização de serviços ambulatoriais no sistema único de saúde segundo o porte do município, São Paulo, 2000 a 2007 / Descriptive analysis on the use of ambulatory services in the Brazilian public health system in cities in the state of São Paulo, from 2000 to 2007

RESUMO

Objetivo: analisar a produção dos serviços de atenção ambulatorial do SUS no contexto da ampliação da oferta de atenção básica e das necessidades de articulação de serviços de distintas complexidades tecnológicas na esfera ambulatorial. Metodologia: foi feita análise descritiva da magnitude, tendência e relações entre procedimentos segundo municípios de distintos portes do Estado de São Paulo, entre 2000 e 2007, com dados do Sistema de Informação Ambulatorial (SIA-SUS). Resultados: a análise da produção de serviços ambulatoriais e a construção de relações entre estas permitiram observar a ampliação da oferta dos serviços de atenção básica e suas repercussões em outros níveis do sistema e como isto ocorreu de forma diversa em municípios de diferentes portes. Conclusões: identificou-se o alcance das análises para a compreensão das características da oferta de serviços possibilitando orientar ajustes na política de saúde.

ABSTRACT

Objective: to analyze the production of ambulatory health care services in the Brazilian public health system, considering the context of increasing primary health care and the need to integrate services with different technological complexities related to ambulatory care. Methodology: a descriptive analysis of the magnitude, trends and relations among procedures was performed in cities, of different population size, in the state of São Paulo, from 2000 to 2007, using data from the Ambulatory Information System (SIA-SUS). Results: the analysis of the production of ambulatory services and the relations established among them showed the increase in primary health care, its effects on other levels of the health system, and the way they happened differently according to population size. Conclusion: the analysis contributed to understanding the offerof services and to propose changes in the public health policy.
