RESUMEN

Este artículo es producto del proyecto de investigación "Pluralismo Estructurado en el Sistema de Salud colombiano". El propósito del artículo, es poner en evidencia los resultados presentados con respecto al sustento de la modulación como fórmula para entender el desempeño del Sistema General de Salud y Seguridad Social en Colombia (SGSSS). Así, la propuesta de Londoño y Frenk de recomponer las bases de la modulación no sólo para el pluralismo estructurado sino para todos los sistemas de salud, se hace presente para estimar unas mejores condiciones en los SGSSS, cualquiera que sea estimado. Al fundamentar la modulación como marco transversal de los sistemas de salud, teniendo en cuenta los parámetros macro y meso que esto exige, puede contribuir a revitalizar el estado de sistema de los SGSSS. El principal hallazgo, se encuentra en la capacidad de provisión que puede traer la modulación de ser conocida por todos los actores del sistema. En conclusión, la modulación estimada desde diferentes modelos puede dar fundamento y superación del revisionismo jurídico en el que terminan los SGSSS.

ABSTRACT

This article is the product of the research project "Structured pluralism in the Colombian health system". The purpose of the article is to highlight the results presented with respect to the livelihood of the modulation as a formula to understand the performance of the overall system of health and Social Security in Colombia (SGSSS). Thereby, Londoño and Frenk's proposal about rebuilding the modulation bases not only for pluralism structured but for all health systems is present to estimate better conditions in the SGSSS, whatever that is estimated. To explain the modulation as the cross-cutting health systems framework by taking into account the macro and meso parameters that it requires can help revitalize the SGSSS System State. The main finding is the ability to provision that can bring the modulation if it is known by all stakeholders in the system. In conclusion, modulation estimated from different models can give foundation and overcoming of the legal revisionism in which SGSSS end up.
