XI Encontro Nacional da Federação Brasileira de Epilepsia (Epibrasil): fora das sombras, luta em favor de pessoas com epilepsia alcança Governo Federal / XI National Meeting of the Brazilian Federation of Epilepsy: out of the shadows, fighting on behalf of the people with epilepsy reaches federal government

ABSTRACT

Introduction: In 2003, the National Movement for Epilepsy was strengthened by the launch of the Manifesto of Campinas (Campinas Manifest) during the First National Meeting of Associations and Support Groups of Epilepsy, organized and conducted by ASPE (Assistência à Saúde de Pacientes com Epilepsia), official executor of the Demonstration Project on Epilepsy in Brazil under the auspice of WHO-ILAE-IBE. Objectives: The aim of this article is to report the highlights of the XI National Meeting of the Brazilian Federation of Epilepsy (Epibrasil). It took place from March 20th to 23rd, 2013. Methods: We used a qualitative descriptive analysis of events, interviews with participants and review these records for this report. Results: The event was held in the Auditorium of the Legislative Assembly of the Federal District in Brasilia. Out of the 15 member-associations, 11 were present. They were Apedf, ASPE, MAPE, AMAE, Asscae, Ascae, Apeeron, Aspepb, ARE, AFAG, Mapej. Other invited guests were the Academic Epilepsy League of Federal University of Minas Gerais (LAE), ABE-RIO and the Brazilian Branch of the International League Against Epilepsy. From March 21st on, Epibrasil has gained explicit support of the Brazilian federal Executive, Legislative and Justice in the fight for people with epilepsy in Brazil. As far as the Executive is concerned, representatives of the Ministries of Health, Labor and Welfare participated in the meeting. National Justice was represented by the Federal Public Defender Service (FPD) and the Federal Public Ministry (MPF). Both proposed closer relations with Epibrasil to assist patients with epilepsy in the access to justice. As for the Legislative, the meeting was attended by Congresswomen Jô Moraes (PCdoB), author of Bill No. 2240/2011 under review, establishing the National Health Care for People with Epilepsy, and Erika Kokay (PT)...

Introdução: O Movimento Nacional de Epilepsia foi marcado, em 2003, com o lançamento do Manifesto de Campinas, por ocasião do I Encontro Nacional de Associações e Grupos de Apoio de Epilepsia, organizado e realizado pela ASPE (Assistência à Saúde de Pacientes com Epilepsia), executor oficial do Projeto Demonstrativo em epilepsia no Brasil da OMS-ILAE-IBE. Objetivos: Relatar os principais destaques do XI Encontro Nacional da Federação Brasileira de Epilepsia ocorrido entre os dias 20 e 23 de março de 2013. Métodos: Foi utilizada análise qualitativa descritiva dos eventos, entrevistas com os participantes registradas por meio de gravações e revisão destas gravações para o presente relato. Resultados: O evento foi realizado no Auditório da Câmara Legislativa do Distrito Federal, em Brasília. Das 15 associações afiliadas, 11 estiveram presentes. Foram elas Apedf, ASPE, MAPE, AMAE, Asscae, Ascae, Apeeron, Aspepb, ARE, AFAG, Mapej. Participaram, também, como convidados, a Liga Acadêmica de Epilepsia da Universidade Federal de Minas Gerias (LAE), a ABE–RIO e a Liga Brasileira de Epilepsia. A partir da quinta-feira, dia 21 de março, a Epibrasil passou a ter apoio expresso do Executivo, do Legislativo e da Justiça na luta a favor das pessoas com epilepsia no Brasil. Do Executivo estiveram presentes representantes dos Ministérios da Saúde, do Trabalho e da Previdência. Da Justiça, a Defensoria Pública Federal (DPF) e Ministério Público Federal (MPF) propuseram estreitamento de relação com a Epibrasil, para auxiliar pacientes com epilepsia no acesso à Justiça. Do Legislativo, estava presente a Deputada Federal Jô Moraes (PCdoB), autora do Projeto de Lei (PL) nº 2240/2011, que institui o Programa Nacional de Atenção à Saúde de Pessoas com Epilepsia, e cujo conteúdo é a minuta do movimento da Epibrasil. Estiveram presentes, também, a deputada Erika Kokay (PT), e representantes dos deputados distritais Arlete Sampaio (PT) e do deputado Wasny de Roure (PT)...
