RESUMO

Os Cenários delineados pelo Painel Intergovernamental sobre Mudança do Clima e centros de pesquisa em todo mundo reafirmam a relação intrínseca entre a Mudança do Clima e a Saúde Humana. Não obstante, as negociações internacionais que ocorrem no âmbito da Convenção das Nações Unidas não refletem plenamente os anseios, a prevenção, a promoção e a recuperação da saúde global. O descolamento entre o mundo científico e o real abarca um grave risco sistêmico que ameaça a sobrevivência humana e do planeta.O momento é oportuno para inserção concreta das preocupações da Saúde nas negociações climáticas. Com a criação da Plataforma de Durban, um novo protocolo climático está sendo negociado, capaz de determinar todos os desdobramentos futuros do combate à Mudança do Clima.Nesse sentido, as inter-relações entre a política doméstica e a internacional se conformam para a formação do posicionamento internacional de um país. Dessa forma, o setor saúde tem o potencial de oferecer soluções de sucesso para o fórum de negociações climáticas, trazendo uma nova complexidade capaz de transformar toda a estrutura da negociação de modo favorável.Com esse objetivo, esta dissertação oferece, além dessas discussões supracitadas, uma série de recomendações políticas para serem utilizadas diretamente nas negociações climáticas, já no formato e na linguagem dos tratados internacionais. Este é o momento histórico e oportuno da inserção das preocupações da Saúde nas discussões sobre Mudança do Clima, pois são determinantes para o sucesso do acordo e da cooperação entre os países...

ABSTRACT

The scenarios outlined by the Intergovernmental Panel on Climate Change and research centers around the world reaffirm the intrinsic relationship between Climate Change and Human Health. Nevertheless, the international negotiations taking place under the United Nations Convention does not fully reflect the concerns, prevention, promotion and recovery of global health. The detachment between the scientific world and the reallity embraces a serious systemic risk that threatens human and planetary survival.The time is ripe for concrete insertion of Health concerns in climate negotiations. With the creation of the Durban Platform, a new climate protocol is being negotiated, able to determine all future developments in the fight against Climate Change.In this sense, the interrelationships between domestic and international politics conform to the formation of the international position of a country. Thus, the health sector has the potential to offer successful solutions to the climate negotiations, bringing new complexity able to change the whole structure of the negotiation and its outcome favorably. To this end, this work offers, in addition to these discussions, a number of policy recommendations to be used directly into the climate negotiations, as in the format and language of international treaties.This is the historical and timing of insertion of Health concerns in discussions on Climate Change, as they determine the success of the agreement and cooperation between countries...
