ABSTRACT

IMPACTThis article illustrates how collaborative partnerships between the public and private sectors played a critical role in developing and deploying innovative practices in Singapore to manage the Covid-19 crisis. ABSTRACT

This paper analyzes the Covid-19 pandemic impact of the global process of automation on employment in a developing economy. This is particularly interesting because developing economies characteristics, such as having larger informal sectors and weaker social safety nets, shapes the impact of automation on labor markets. We show that occupations with a higher risk of automation exhibit the most significant employment contraction. More specifically, we find that one standard deviation higher in sectoral share of employment in occupations at risk of automation (OaRA) implied around 7% less employment on average between the last quarter of 2019 and the first quarter of 2021. The effect on informal employees is three times more in comparison to formal employees, and the estimation for self-employed workers is not statistically significant. We also find that employees in sector with relatively low compared to high wages, both vis-à-vis the US, exhibit a 20% smaller reaction on employment due to the pandemic restrictions. We do not find robust evidence showing that the employment contraction has been larger among female workers or in jobs with higher at-work physical proximity, but we do find a positive relationship related to the capacity of working remotely.

ABSTRACT

We use the Covid‐19 crisis to assess how four capability domains that traditionally support corporate performance (agility, innovation, ecosystem play and digitization) can also predict corporate resilience, among global firms. Our results are based on a blend of advanced machine learning techniques that capture the complementarities among capabilities. We confirm that dynamic capabilities boost recovery, but especially when linked with aggressive leadership posture, e.g. rebound is more likely when firms are the main player/orchestrator of their business ecosystems as well as when they invest in disruptive, as opposed to incremental innovations.

ABSTRACT

Electronic health records (EHRs) have proven their effectiveness during the coronavirus disease (COVID-19) pandemic. However, successful implementation of EHRs requires assessing nurses' attitudes as they are considered the first line in providing direct care for patients. This study assessed Jordanian nurses' attitudes and examined factors that affect nurses' attitudes toward using EHRs. A cross-sectional, correlational design was used. A convenient sample of 130 nurses was recruited from three major public hospitals in Jordan. All Participants completed the Nurses' attitudes Towards Computerization (NATC) Questionnaire. The overall nurses' attitude was positive; the mean was 61.85 (SD = 10.97). Findings revealed no significant relationship between nurses' attitudes toward using EHRs and nurses' age, gender, education level, previous computer skills experience, years of work experience, and years of dealing with EHRs. However, the work unit was found to have a significant correlation with nurses' attitudes toward using EHRs. Therefore, nurse administrators should arrange for the conduct of educational workshops and continuous training programs considering the needs of the nurses.

ABSTRACT

This research material aims to approach from an analytical perspective the implications that the implementation of the InvestEU Program generates at the level ofthe European Union. The Union framework rule governing this program and its implications at Member State level is Regulation (EU) 2021/523 of the European Parliament and of the Council of 24 March 2021 establishing the "InvestEU Program" and amending Regulation (EU) 2015/1017. Specifically, the InvestEU Program contributes to the achievement of some of the objectives proposed by the Union coordinator in terms of energy effectiveness1, in the field of investments in the infrastructure of the European Union, especially in the creation of a unique transport space, in the field of sustainable infrastructure policy, regarding funding for innovation, research and digitization. All these goals are considered essential for achieving the Union's sustainable development goals committed by the European Commission under the leadership of President Ursula von der Leyer in the 2030 Agenda for Sustainable Development. The research methods used in the research are: a) the logical-concretized method by using the union framework norms as well as the internal transposition norms as a source of information and analysis;b) comparative method - in order to carry out a comparative analysis of the main financing mechanisms at Member State level.

ABSTRACT

A series of recent books all attest to a revival of interest in the theory and practice of parliamentary representation in the modern era as a scholarly discipline. This review surveys eight different aspects of that history since the early nineteenth century: the spatial dimension of the Palace of Westminster;the comparative framework offered by the history of parliaments in Europe;ideas of parliamentary representation;the history of parliamentary procedure;women in parliament;the House of Lords;the history of corruption;and the Brexit crisis. Insights and perspectives are drawn from recent historical research as well as from political science and intellectual history. The review concludes by observing that the history of parliamentary representation in the modern era is in good shape. Some older interpretive paradigms still lurk, especially an obsession with ‘democratization’. However, more is now known about individual MPs and constituencies than ever before. The digitization of the records of parliament is expediting the kind of longitudinal analysis which was impossible back in the 1960s and 1970s. And the intellectual history and public policy literature around the idea of representation is enjoying a renaissance.

EDM system during COVID-19 outbreak in local and central government units in the field The article is based on research conducted under the project „Office practices in times of pandemic. The impact of the COVID-19 epidemic on digitization of office work in public administration”, and its main objective was to determine the role and importance of the use of EDM system during the COVID-19 outbreak in local and central government administration units in the field. The article comprises – besides the introduction and summary – the following parts: Electronic Document Management System (where the history and legal framework of the use of EDM systems in Polish administration is outlined), About the study (describing the different stages of the above mentioned research project implementation and the collected data), EDM system in the surveyed units – general observations (this part discusses the implementation process and selected aspects of the use of the EDM system in the surveyed units), Organization of work during the COVID-19 pandemic (presentation of practical aspects of operation of the units in the new reality, changed by the pandemic strictures), EDM system during the pandemic (definition of the role of the EDM system during the SARS-CoV-2 coronavirus epidemic), Technical preparation (assessment of technical preparation and approximation of the investments made in IT equipment necessary for office work), and Substantive preparation (this section presents the needs of officials for additional training).

The impact of the COVID-19 outbreak on digitization of office work in local government units The SARS-CoV-2 coronavirus pandemic has caused unprecedented global crises in the areas of health, politics, society, and economics and has affected all aspects of human life. We are witnessing unprecedented events that undoubtedly have long-term consequences and will affect the image of the modern world for years to come. The new reality requires unprecedented crisis solutions, but it is also worthwhile to pay attention to those practices that can positively influence the surrounding reality. One of such areas may be pandemic-related office practices and accelerated digitization of the activities of public administration. The impact of COVID-19 pandemic on the work of local government units, introduction of new, unprecedented solutions, technologies and possibilities, allow us to pose questions about their quality, lasting consequences, ways of handling administrative matters and performing clerical activities, as well as interest of citizens in electronic provision of services by public administration offices. This article - as part of the deliverables of research conducted under a grant entitled „Office practices in times of pandemic. The impact of the COVID-19 epidemic on digitization of office work in public administration” – aims to summarize actions taken so far in the field of computerization of office work in Poland and to provide answers to the above questions in context of operation of local governments where clerical activities were carried out by means of the traditional system.

ABSTRACT

Background: The digitization of health care and social welfare services creates many opportunities for the rehabilitation of incarcerated people and their preparation for release from prison. A range of digital platforms and technology solutions have been developed that offer multiple opportunities to handle private matters either by video conference, email, or some other digital format during imprisonment. However, incarcerated people have limited access to digital health care and social welfare services, and face challenges related to shortcomings in their digital skills and self-efficacy. Objective: This article assessed the significance of incarcerated people’s self-efficacy in terms of their sense of control over the use of digital health care and social welfare services. Methods: A cross-sectional study was conducted using a questionnaire. Research data were collected from 11 prisons in different parts of Finland, and a total of 225 incarcerated people responded to the survey. Statistical analyses were conducted using the Pearson product-moment correlation coefficient, 2-tailed t test, linear regression analysis, and Hayes bootstrapping method. Results: The results showed the significance of both general and internet-specific self-efficacy, which appear to be more important for the use of digital health care and social welfare services than factors related to a person’s socioeconomic background or sentence. Age was negatively correlated with perceived control over the use of digital health care and social welfare services. Furthermore, the study emphasized the importance of support from family and friends, as well as prison employees. Conclusions: The digitalization of prisons offers many opportunities, but special consideration should be given to how the digitization of health care and social welfare services responds to the needs of incarcerated people in terms of their integration into society and the prevention of recidivism. During imprisonment, attention should be paid to strengthening the digital skills of incarcerated people, with support provided by prison employees. In addition to providing guidance on the use of individual digital services, the study recommends strengthening the general digital skills of incarcerated people, as well as developing their life management skills.

Los bancos españoles han tenido un papel de apoyo financiero al sector productivo durante la pandemia y, a pesar de los efectos iniciales sobre sus balances, han mostrado niveles de resiliencia y capacidad de recuperación de valor significativos. Al mismo tiempo, el «empujón» que ha supuesto la pandemia en términos de digitalización financiera ha propiciado un avance sustancial en la reestructuración y adaptación del modelo de negocio hacia servicios basados en plataformas. Tres de cada cinco clientes son usuarios digitalizados y los bancos han duplicado su gasto en tecnología y sistemas en los últimos cinco años. En todo caso, la transición desde un modelo basado en oficinas hacia otro basado en plataformas se produce de forma progresiva, trasladando valor desde la banca relacional física a una nueva banca relacional digital.Alternate :Spanish banks have had a leading role in financing the real economy during the pandemic, despite the hit initially suffered in their balance sheet from the economic shock. They have shown high resilience and market value recovery. At the same time, the «push» that the pandemic has implied in terms of financial digitization has led to significant progress in restructuring and adapting the business model towards platform-based services. Three out of five customers are digitized users, and banks have doubled their spending on technology and systems in the last five years. In all, the transition from a branch-based model to one based on platforms occurs progressively, transferring value from physical relational banking to a new digital relational banking.

ABSTRACT

La pandemia de la COVID-19 ha acelerado sustanclalmente el proceso de digitalización financiera. Este artículo analiza la perspectiva de los consumidores, la de la industria bancaria y los cambios relacionados con la estructura de mercado. Se evidencia un desigual impacto de la COVID-19 en la digitalización financiera de los españoles en función de sus condiciones sociodemográficas. Por otro lado, se observa que los bancos han ampliado su base de clientes digitales durante la pandemia. A su vez, se aprecia una irrupción creciente de competidores no bancarios, aunque centrados en segmentos de actividad específicos.Alternate :The COVID-19 pandemic has substantially accelerated the financial digitization process. This article analyzes the perspective of consumers, that of the banking industry and the changes related to the market structure. An unequal impact of COVID-19 is shown in the financial digitization of Spaniards based on their sociodemographic conditions. On the other hand, it is observed that banks have expanded their digital customer base during the pandemic. In turn, there is a growing emergence of non-bank competitors, although focused on specific business segments.

ABSTRACT

Global tourism activity reached high levels before the outbreak of the pandemic, but it was also one of the most affected economic sectors in 2020 when there was a real collapse of tourism activity. Tourism is an activity with a high degree of pollution, with many studies highlighting the fact that the hotel industry is a high-energy consumption and polluting sector. The Green Deal (GD), a bold project of the European Union, aims to make Europe carbon-neutral by 2050. Tourism is not an objective explicitly presented in the GD but because tourism is an activity with a high degree of pollution it must align to the new requirements. Targeting the hotel market of Cluj-Napoca, the article aims to analyse the activity of the hotels in terms of their adaptation to the new recommendations of the European Commission, implementing the GD, and moving to digitalization, as a new stage, for a cleaner environment. The research combines descriptive and inferential statistical methods to test the hypotheses formulated and to investigate the links between the variables studied, through unifactorial one-way ANOVA analysis. At the same time, the internal consistency of the 62 items of the questionnaire, filled in by the 38 hotels participating in the study, was analysed, obtaining a high Cronbach-Alpha score (0.88). The main conclusions drawn indicate a low degree of familiarity of hotel employees with the provisions of GD. In addition, especially in the case of internationally affiliated and of 4- and 5-star (·) hotels, the existence of a sustainable development policy is associated with a focus on local producers for both the supply of agri-food products and cosmetics and personal care products. The COVID-19 pandemic accelerated the digitization process of Cluj-Napoca hotels.

ABSTRACT

The main aim of this research article is to develop an econometric model in order to establish the influence of green performance on digitization, green production and environment commitment. The data was collected through a questionnaire- based survey on companies' representatives. The analysis was made using the Partial Least Square - Structural Equation Modelling (PLS-SeM) with the statistical software SmartPLS. The results of the research confirm the three hypotheses. Thus, green performance of Romanian companies has a positive impact on green production, digitization and environment commitment. The novelty consists in the interconnected analysis of the four variables (green performance, digitization, green production and environment commitment), the research highlighting valuable results that can be used by the companies to improve their green performance, using green production and digitization. The paper offers a picture of the sustainable transformation of Romanian companies based on the industry 4.0, green production and environment commitment, highlighting the interdependence of the analysed variables. The research is helpful for companies that want to be more responsible towards the environment and the community.

ABSTRACT

: In the wake of the news industry’s digitization, novel organizations that differ considerably from traditional media firms in terms of their functional roles and organizational practices of media work are emerging. One new type is the field repair organization, which is characterized by supporting high-quality media work to compensate for the deficits (such as those which come from cost savings and layoffs) which have become apparent in legacy media today. From a practice-theoretical research perspective and based on semi-structured interviews, virtual field observations, and document analysis, we have conducted a single case study on Science Media Center Germany (SMC), a unique non-profit news start-up launched in 2016 in Cologne, Germany. Our findings show that, in addition to field repair activities, SMC aims to facilitate progress and innovation in the field, which we refer to as field advancement. This helps to uncover emerging needs and anticipates problems before they intensify or even occur, proactively providing products and tools for future journalism. This article contributes to our understanding of novel media organizations with distinct functions in the news industry, allowing for advancements in theory on media work and the organization of journalism in times of digital upheaval.
