ABSTRACT
Contemporary crises are characterised by heterogeneity, endemicity, continuity and complexity. They impact the possibility of national and international crisis management mechanisms functioning, which are themselves also in crisis and must be adapted to the new circumstances. The analysis presented in article is focused on a comparison of NATO's Civil Emergency Planning and the EU's Civil Protection Mechanism. The motivation for forming each was not only functional, but political as well. The factor de-motivating states' integration into this field is their fear of losing part of their sovereignty. Countries' cooperation through both mechanisms enables the coordinated, synergetic and successful use of available capabilities in a crisis. While the scope of NATO's and the EU's response to huge crises around the world is impressive, certain shortcomings are revealed when considering individual cases, especially NATO's limited response to the migrant crisis in Europe and the EU's hesitant response to the initial phase of the COVID-19 pandemic.

The rapid global spread of COVID-19 has put increased pressure on health and social service providers, including social workers who continued front line practice throughout the pandemic, engaging with some of the most vulnerable in society often experiencing multiple adversities alongside domestic violence and abuse (DVA). Movement restrictions and stay-at-home orders introduced to slow the spread of the virus, paradoxically leave these families at even greater risk from those within the home. Utilising a survey methodology combining both open- and closed-ended questions, this study captured a picture of social work practice in Ireland with families experiencing DVA during the early waves of the COVID-19 pandemic. Findings highlight both the changes and challenges in work practices and procedures that limit social work assessment and quality contact with families, changes to the help-seeking behaviours from victims/survivors, as well as emerging innovative practice responses with enhanced use of technology. Implications for practice include an increased awareness of the risk and prevalence of DVA accelerated by the pandemic. Conclusions assert that social work assessment and intervention with families experiencing DVA must remain adaptive to the changing COVID-19 context and continue to develop innovative practice approaches.

Background: Public health strategies, many of which required restricting movement of people, such as lock-downs and social-distancing measures had to be resorted to world-wide, to reduce the incidence and transmission of COVID-19, leading to a decline in healthcare utilization by non-COVI-19 patients, which is detrimental to people suffering from chronic-illnesses. This study aimed to assess treatment-seeking behavior among patients with chronic illnesses during the pandemic and the new normal. Methods: This qualitative study involved in-depth interviews with sixteen patients aged 30 -55 years with chronic diseases. Three focus group sessions were also held. The indepth interviews and focus group discussions were conducted until saturation point was achieved. Purposive sampling was used, and data were analyzed thematically. The study centers were two public hospitals and one general practitioner setting in Sri Lanka. Findings: Three main themes were identified. Namely, change of treatment seeking behaviour, difficulties in healthcare access and adherence and high out of pocket expenditure. Majority had diabetes, hypertension or both. Trigger factors for changing the healthcare setting during the pandemic were long waiting times, lack of staff to conduct the clinic, lack of drugs and investigations, and fear and anxiety associated with the pandemic. Treatment access and adherence were found difficult due to lack of high expenditure on transportation, prolonged waiting times, difficulties in buying the drugs, and spending on laboratory investigations. The reasons for high cut-off pocket expenditures were mostly for transportation, drugs, consultations and investigation. Some mentioned that due to difficulties in obtaining the treatment, they resort to adopting a healthy lifestyle, taking indigenous medication, and taking the drugs in a different frequency and regime. Very few agreed that they received the drugs via the postal service but stated that this was not regular, and that not all the drugs were available. Conclusion: Healthcare system-related and patient-related factors lead people to change their treatment-seeking behavior. Any health intervention to promote people's treatment-seeking behavior and to continue acess and adherence, especially for a chronic illness, should consider these complex trigger factors of individual needs, goals, and issues.

In April 2020, by the start of isolation all around the world to counter the spread of COVID-19, an increase in violence against women and kids has been observed such that it has been named The Shadow Pandemic. To fight against this phenomenon, a Canadian foundation proposed the "Signal for Help” gesture to help people in danger to alert others of being in danger, discreetly. Soon, this gesture became famous among people all around the world, and even after COVID-19 isolation, it has been used in public places to alert them of being in danger and abused. However, the problem is that the signal works if people recognize it and know what it means. To address this challenge, we present a workflow for real-time detection of "Signal for Help” based on two lightweight CNN architectures, dedicated to hand palm detection and hand gesture classification, respectively. Moreover, due to the lack of a "Signal for Help” dataset, we create the first video dataset representing the "Signal for Help” hand gesture for detection and classification applications which includes 200 videos. While the hand-detection task is based on a pre-trained network, the classifying network is trained using the publicly available Jesture dataset, including 27 classes, and fine-tuned with the "Signal for Help” dataset through transfer learning. The proposed platform shows an accuracy of 91.25% with a video processing capability of 16 fps executed on a machine with an Intel i9-9900K@3.6 GHz CPU, 31.2 GB memory, and NVIDIA GeForce RTX 2080 Ti GPU, while it reaches 6 fps when running on Jetson Nano NVIDIA developer kit as an embedded platform. The high performance and small model size of the proposed approach ensure great suitability for resource-limited devices and embedded applications which has been confirmed by implementing the developed framework on the Jetson Nano Developer Kit. A comparison between the developed framework and the state-of-the-art hand detection and classification models shows a negligible reduction in the validation accuracy, around 3%, while the proposed model required 4 times fewer resources for implementation, and inference has a speedup of about 50% on Jetson Nano platform, which make it highly suitable for embedded systems. The COVID-19 outbreak, a recent major public health emergency, was the first national health crisis since China entered the era of mobile social media. In this context, the public posted many quarantine-related posts for help on social media. Most previous studies of social media during the pandemic focused only on people's emotional needs, with less analysis of quarantine help-seeking content. Based on this situation, this study analyzed the relationship between the number of quarantine help-seeking posts and the number of new diagnoses at different time points in the pandemic using Zhihu, the most comprehensive topic discussion platform in China. It showed a positive correlation between the number of help-seeking posts and the pandemic's severity. Given the diversity of people's help-seeking content, this study used topic model analysis and sentiment analysis to explore the key content of people's quarantine help-seeking posts during the pandemic. In light of the framework of uses and gratifications, we found that people posted the most questions in relation to help with information related to pandemic information and quarantine information. Interestingly, the study also found that the content of people's quarantine posts during the pandemic was primarily negative in sentiment. This study can thus help the community understand the changes in people's perceptions, attitudes, and concerns through their reactions to emergencies and then formulate relevant countermeasures to address pandemic control and information regulation, which will have implications for future responses to public health emergencies. Moreover, in terms of psychological aspects, it will help implement future mental health intervention strategies and better address the public's psychological problems.

Little is known about factors that contribute to mental health help-seeking during disasters beyond attitudes toward counseling. The COVID-19 (SARS-CoV-2) global pandemic dramatically impacted individuals, families, and communities worldwide. The pandemic led to significant disruptions to family routines, and evidence suggests an increase in instances of mental health symptoms, like depression and anxiety, and poor utilization of mental health services. To better understand psychological factors associated with help-seeking during the COVID-19 pandemic, researchers surveyed respondents (n = 1,533 at time 1) about their mental health and help-seeking using Amazon's MTurk platform. The results indicated that individuals with higher levels of anxiety rate their likelihood of help-seeking as higher and those who do seek psychological help report higher levels of depression. Further, those who began new treatment for behavioral health difficulties during the COVID-19 pandemic reported lower social support and less clarity about how they felt (specifically, emotional clarity when upset). Implications for clinical researchers and public health are discussed.

COVID-19 has significantly impacted the world and Nepal is no exception. The pandemic has caused a reduction in health service delivery, especially for women's health conditions, resulting in an increase in challenges for an already vulnerable group. Maternity care, reproductive health services, preventive interventions, nutritional advice and mental health care are not being addressed and with an increase in domestic violence, the health and wellbeing of women in Nepal is precarious and needs to be addressed immediately. ABSTRACT
Work-related soft skills (e.g. requesting help and problem solving) are critical for employment success. This pilot study evaluated the feasibility of a Direct Skills Teaching (DST) group intervention to teach work-related help-seeking skills to persons with disabilities. The four-session group intervention ("Asking for Help”) was delivered in person or via telehealth to 74 participants with disabilities during COVID-19. Participants reported increased confidence with asking employers for help and reported high intervention satisfaction. In-person and telehealth soft skills groups achieved similar positive outcomes, and findings support their use to teach groups help-seeking skills with a preplanned curriculum. © 2023 ASGW.
ABSTRACT
Filipinos are often reluctant to seek professional mental health (MH) help. However, literature reveals that online counselling is preferable to face‐to‐face (F2F) MH services, with the pandemic possibly magnifying technology's anonymity and disinhibiting benefits. To further explore facilitators of online MH help‐seeking, this study tapped into the lived stories of Filipino adults who experienced at least one counselling session from March 2020 to March 2022. Among 83 screened respondents, 11 semistructured interviews were transcribed and analysed following Crossley's (2000) method. Findings reveal an overarching online MH counselling narrative composed of three phases and their respective events: (a) Precounselling (Resiliency Narrative versus MH Awareness, Turning Point, and Linking versus Searching);(b) Counselling (Two‐way Introduction, Unloading and Untangling, and Decision to Maintain or Terminate);and (c) Postcounselling (Relapse and Journey towards Growth and Advocacy). Three all‐encompassing facilitators were embedded throughout the process: Autonomy, Financial Capability, and MH Institutions. Notably, participants attributed their MH help‐seeking to autonomy, despite culture and stigma, because of enabling environments that entail heightened MH literacy, positive past experiences with professional MH help, social support and encouragement, and a sense of shared reality. Benefits unique to online counselling were also apparent among participants' narratives, including alleviating geographical boundaries and added financial and personal pressures. Overall, findings posit that Filipino adults consider online counselling as a preferable alternative to F2F counselling, thus necessitating further development and institutional support. Background: Data are scarce on assessing the impact of the COVID-19 pandemic on young people. Aim: To examine changes in crisis text patterns in the United States during the pandemic compared to the prepandemic period. Method: Nonintrusive data from a national digital crisis texting platform were analyzed using an interrupted time series design. Poisson regression with repeated-measures examined help-seeking patterns for stress, anxiety, depression, suicidal thoughts, and other mental health concerns in the pandemic (March 13 to July 20, 2020) compared to the prepandemic period (March 13 to July 20, 2019). Results: An abrupt increase in national crisis response texts occurred during the pandemic for stress and anxiety, substance abuse, bereavement, isolation, and abuse compared to the prepandemic period. Similar trends of excess texts for isolation and abuse were reported among children (relative risk [RR]abuse: 1.16, CI: 1.03, 1.31; RRisolation: 1.15, CI: 1.09, 1.21) and adolescents (RRabuse: 1.17, CI: 1.11, 1.24; RRisolation: 1.08, CI: 1.05, 1.11), bereavement among Black (RR: 1.31, CI: 1.12, 1.54) and Hispanic (RR: 1.28, CI: 1.10, 1.49) texters, and isolation and bereavement in female (RRisolation: 1.09, CI: 1.06, 1.11; RRbereavement: 1.21, CI: 1.13, 1.28) or nonconforming youth (RRisolation: 1.19, CI: 1.08, 1.32; RRbereavement: 1.50, CI: 1.08, 2.09) texters. Conversely, the risks of reporting bullying, depression, relationship issues, and suicidal thoughts as reasons for texting were significantly lower during COVID-19. Limitations: Results may underestimate crisis support-seeking in some groups because demographic data were not captured on all texters. Conclusion: Findings illuminated the real-time crisis response of young people across the United States and can inform more responsive interventions to alleviate the mental health consequences brought on by the COVID-19 pandemic.
ABSTRACT
OBJECTIVE: Waitlists for eating disorder (ED) services grew immensely during the COVID-19 pandemic. To address this, we studied the feasibility of a novel parental self-help waitlist intervention. METHOD: Parents of a child/adolescent (7-17 years) awaiting pediatric ED services were provided with our intervention, adapted from the family-based treatment model, and consisting of videos and reading material with no therapist involvement. Parent-reported child/adolescent weight was collected weekly 6 weeks pre-intervention, 2 weeks during the intervention, and 6-week post-intervention. Recruitment and retention rates were calculated. Regression-based interrupted time series analyses were completed to measure changes in the rate of weight gain. RESULTS: Ninety-seven parents were approached, and 30 agreed to participate (31% recruitment rate). All but one completed end-of-study measures (97% retention rate). The average rate of weight gain was 0.24 lbs/week pre-intervention, which increased significantly to 0.78 lbs/week post-intervention (p < .034). DISCUSSION: Our findings provide preliminary evidence that this intervention is feasible. Future research is needed to confirm the efficacy of this intervention on a larger scale. PUBLIC SIGNIFICANCE: The COVID-19 pandemic has resulted in several challenges in providing care for children and adolescents with eating disorders, including long waiting lists and delays in treatment. This study suggests that providing parents on a waitlist with educational videos and reading material is acceptable to parents, and may even help in improving the child's symptoms of an eating disorder.

BACKGROUND: During the COVID-19 pandemic, the nature of communication has changed dramatically owing to lockdowns and the need for social distancing with ongoing outbreaks. As a result, patient's help-seeking behavior for mental health may have changed. We summarized the research on help-seeking behavior for mental health during the COVID-19 pandemic and investigated changes that have occurred. METHODS: This study was a systematic review. We searched four literature databases: MEDLINE, EMBASE, CHINAHL, and PsycINFO. We included the following in the review: 1) studies conducted during the COVID-19 pandemic, and 2) studies that dealt with help-seeking behavior for mental health. Eligible studies were summarized according to characteristics such as research participants and study type. RESULTS: In total, 41 studies (38 observational studies 2 qualitative studies and 1 randomized trial) were eligible for the review. Most studies reported delays, decreases, or deficits in help-seeking behavior. The study participants included medical professionals, local residents, hospitals, children and adolescents, online participants, pregnant women, people who experienced intimate partner violence, those with eating disorders, and other individuals. LIMITATIONS: Findings from observational studies may have bias as confounder. Meta-analysis could not be performed, because the studies had variations of design. CONCLUSION: During the COVID-19 pandemic, delay in seeking help from mental health services may have resulted in lost opportunities to link patients with appropriate treatment and care. The COVID-19 pandemic is ongoing as of 2022. Therefore, it is important to examine the impact of the pandemic on mental health in future research.

OBJECTIVES: During COVID-19 the UK general population has been given strong messages to stay at home. Concurrently unprecedented changes occurred in healthcare access with moves to remote/triage systems. Data have shown that the number of people accessing healthcare services decreased and there are significant concerns that the pandemic has negatively affected help-seeking for serious conditions, with potentially increased morbidity and mortality. An understanding of help-seeking is urgently needed to inform public campaigns. We aimed to develop an in-depth, theory-based understanding of how, when and why people sought help for potentially serious symptoms (e.g., related to major cardiovascular events or cancer diagnoses) during the pandemic, and what influenced their decisions. DESIGN: Qualitative semi-structured interviews. METHODS: We interviewed 25 adults recruited through a targeted social media campaign. Interviews were conducted via telephone or online platform. Our topic guide was informed by the Model of Pathways to Treatment and the Capability-Opportunity-Motivation-Behaviour model. RESULTS: The analysis identified four main themes: Delay in recognition, Holding on to concerns, Weighing it up and Long-term impacts. Multiple societal and environmental factors influenced participants' help-seeking and motivation, capability and opportunity to seek help, with long-term impacts on well-being and future help-seeking. CONCLUSIONS: There is a need for clear guidance about pathways to raise concerns about symptoms and gain advice while usual healthcare contacts are paused or stopped. Recommendations for future interventions to support help-seeking during pandemics include clearer messaging, co-produced with end-users, on when, where and how to seek help.

The objective of this qualitative study was to assess the information literacy and metacognitive abilities of teachers in a rural school in South Africa. Data were collected through semi-structured interviews. Due to COVID-19 safety considerations, primary data was acquired from 10 teachers via semi-structured telephonic interviews. All participants' views were transcribed and analysed using thematic analysis to determine the similarities and differences in terms of their responses. The findings of the study amongst others revealed that despite the giant strides made by the South African government to digitize teaching and learning activities in schools, large proportion of rural teachers have phobia to use computer applications unassisted. Also, low self-evaluation, goal-setting and help-seeking/self-reflection were found to be metacognitive abilities which hamper their effective teaching skills via usability of ICT. The study concludes by recommending programmes such as cognitive development, emotional intelligence, computer-digital programming for all teachers in rural schools for optimal performance.

As part of a research study to examine first-year college students' preparation for college-level research, students at six U.S. institutions of higher education were surveyed in the spring semester of 2021. The pandemic continued to affect the delivery of information literacy (IL) instruction and library services across the United States throughout the 2020-2021 academic year. When students completed this survey in April and May of 2021, the majority of instructional services were offered in synchronous and asynchronous remote formats. The students' engagement with librarians and librarian-created instructional resources were captured via the survey and analysed to determine whether students were able to leverage these interactions and materials despite the remote contexts. Students who did not interact with an academic librarian were less likely to use library resources, had more problems accessing information, and felt more overwhelmed by the quantity of resources and services offered by the library. Results show that intentional student-librarian interactions are a bridge to the acquisition and development of knowledge practices and dispositions of the ACRL "Framework for Information Literacy for Higher Education." The findings suggest considerations for moving forward when it comes to communicating with students and delivering IL support in academic libraries around the world as countries emerge from pandemic conditions.

The COVID-19 pandemic has seriously impacted youth mental health. Their resilience, defined as the ability to respond to adversity, has also been impaired. Help-seeking refers to the activity of addressing oneself to others when facing trouble. The objective of this study was to understand the levels of youth resilience and help-seeking during COVID-19 in 2021. Data were collected online from 181 Australian adolescents aged 12-17 years. The General Help-Seeking Questionnaire, the Actual Help-Seeking Questionnaire, and the Resilience Scale were used. Mean and frequency analysis and independent samples t-tests were performed. The Pearson correlation coefficient was calculated. Resilience was in the low range (mean = 66.56, SD 15.74) and associated with no help-seeking. For a personal problem and suicidal ideation, participants were most likely to contact a mental health professional, with means of 4.97 (SD 1.75) and 4.88 (SD 1.97), respectively. The majority did not seek help (n = 47) for challenges with anxiety or depression. This study corroborates previous findings on limited help-seeking in youth because of self-reliance and low confidence in others. Resilience decreased during COVID-19 in parallel with help-seeking. Strategies aiming to increase resilience and help-seeking, such as school-based programs, are needed given their decrease in Australian youths due to the COVID-19 pandemic.

OBJECTIVE: The COVID-19 pandemic has put unprecedented stress on essential workers and their children. Limited cross-sectional research has found increases in mental health conditions from workload, reduced income, and isolation among essential workers. Less research has been conducted on children of essential workers. We examined trends in the crisis response of essential workers and their children from April 2020 through August 2021. METHODS: We investigated the impact during 3 periods of the pandemic on workers and their children using anonymized data from the Crisis Text Line on crisis help-seeking texts for thoughts of suicide or active suicidal ideation (desire, intent, capability, time frame), abuse (emotional, physical, sexual, unspecified), anxiety/stress, grief, depression, isolation, bullying, eating or body image, gender/sexual identity, self-harm, and substance use. We used generalized estimating equations to study the longitudinal change in crisis response across the later stages of the pandemic using adjusted odds ratios (aORs) for worker status and crisis outcomes. RESULTS: Results demonstrated higher odds of crisis outcomes for thoughts of suicide (aOR = 1.06; 95% CI, 1.00-1.12) and suicide capability (aOR = 1.14; 95% CI, 1.02-1.27) among essential workers than among nonessential workers. Children of essential workers had higher odds of substance use than children of nonessential workers (aOR = 1.33; 95% CI, 1.08-1.65), particularly for Indigenous American children (aOR = 2.76; 95% CI, 1.35-5.36). Essential workers (aOR = 1.17; 95% CI, 1.07-1.27) and their children (aOR = 1.18; 95% CI, 1.07-1.30) had higher odds of grief than nonessential workers and their children. CONCLUSION: Essential workers and their children had elevated crisis outcomes. Immediate and low-cost psychologically supportive interventions are needed to mitigate the mental health impacts of the COVID-19 pandemic on these populations.

INTRODUCTION: In Malaysia, death due to tobacco smoking habits recorded as more than 23 thousand yearly. Hence smoking cessation should be emphasized to reduce the annual mortality and morbidity. The purpose of this study is to identify the help-seeking behavior in smoking cessation among adult smokers and to determine its predictive factors during the Full Movement Control Order (FMCO) in Malaysia. MATERIALS AND METHOD: Data were collected from cross-sectional surveys of Malaysian adult smokers. The questionnaire was distributed online through the official social media account of the Ministry of Health Malaysia (MOHM) which commenced from 31st May 2021 in conjunction with the World No Tobacco Day. A multivariate binomial logistic regression was employed to analyze the relationship model between the predictors with the helpseeking for smoking cessation. RESULT: Out of 2,545 Malaysian adult smokers who have responded, 2,303 were males (90.5% of respondents) with mean age(sd) of 34.82(8.11) years (18 to 77 years). Slightly half (n=1353, 53%) have reported seeking help for smoking cessation and (n=1468, 57.7%) reported being unaware of the quitline services. Factors, such as quit smoking attempt (OR;1.844, 95% CI = 1.384-2.458), Covid-19 pandemic situation (OR;1.841, 95% CI=1.553-2.183), being married (OR: 1.279, 95% CI = 1.04- 1.57), unaware about quitline services (OR;0.660, 95% CI = 0.557-0.781), non-alcohol drinkers (OR;0.658, 95% CI=0.473-0.916) significantly predicted the behaviour of helpseeking for smoking cessation. CONCLUSION: The results of this study would potentially support public health efforts in Malaysia in further enhancing health promotion and education programs as well as further strengthen the policy towards quit smoking issues. This analysis of people's accounts of establishing their need and experiences of healthcare for long Covid (LC) symptoms draws on interview data from five countries (UK, US, Netherlands, Canada, Australia) during the first â¼18 months of the Covid-19 pandemic when LC was an emerging, sometimes contested, condition with scant scientific or lay knowledge to guide patients and professionals in their sense-making of often bewildering constellations of symptoms. We extend the construct of candidacy to explore positive and (more often) negative experiences that patients reported in their quest to understand their symptoms and seek appropriate care. Candidacy usually considers how individuals negotiate healthcare access. We argue a crucial step preceding individual claims to candidacy is recognition of their condition through generation of collective candidacy. "Vanguard patients" collectively identified, named and fought for recognition of long Covid in the context of limited scientific knowledge and no established treatment pathways. This process was technologically accelerated via social media use. Patients commonly experienced "rejected" candidacy (feeling disbelieved, discounted/uncounted and abandoned, and that their suffering was invisible to the medical gaze and society). Patients who felt their candidacy was "validated" had more positive experiences; they appreciated being believed and recognition of their changed lives/bodies and uncertain futures. More positive healthcare encounters were described as a process of "co-experting" through which patient and healthcare professional collaborated in a joint quest towards a pathway to recovery. The findings underpin the importance of believing and learning from patient experience, particularly vanguard patients with new and emerging illnesses.

Full research paper - In this paper, we report on the development of a succinct and easy-to-administer 11-item scale that quantifies students' self-efficacy, social aspect, independence, and meaning of studies, with a focus on introductory programming studies. The scale has been constructed using exploratory factor analysis of survey response data collected from students attending introductory programming courses offered by two universities. We evaluate the scale by using it to examine differences between university contexts, and assess to what extent the scale relates to students' perceived impact of the COVID-19 pandemic on studies, prior programming experience, self-assessed competence, and seeking help. Our evaluation of the scale suggests that social aspect was correlated with being more strongly influenced by the COVID-19 pandemic, while the perceived ability to work independently was correlated with reduced influence of the COVID-19 pandemic. Prior programming experience was positively correlated with self-perceived ability to work independently and with self-efficacy. Similarly, self-estimated competence was positively correlated with self-efficacy. Finally, social aspect and meaning of studies were positively correlated with help-seeking. Our evaluations show that the scale holds promise as a new tool for researchers and practitioners seeking to improve understanding of their study contexts. © 2022 IEEE.
