ABSTRACT

Electronic health records (EHRs) and medical data are classified as personal data in every privacy law, meaning that any related service that includes processing such data must come with full security, confidentiality, privacy, and accountability. Solutions for health data management, as in storing it, sharing and processing it, are emerging quickly and were significantly boosted by the COVID-19 pandemic that created a need to move things online. EHRs make a crucial part of digital identity data, and the same digital identity trends - as in self-sovereign identity powered by decentralized ledger technologies like blockchain, are being researched or implemented in contexts managing digital interactions between health facilities, patients, and health professionals. In this paper, we propose a blockchain-based solution enabling secure exchange of EHRs between different parties powered by a self-sovereign identity (SSI) wallet and decentralized identifiers. We also make use of a consortium IPFS network for off-chain storage and attribute-based encryption (ABE) to ensure data confidentiality and integrity. Through our solution, we grant users full control over their medical data and enable them to securely share it in total confidentiality over secure communication channels between user wallets using encryption. We also use DIDs for better user privacy and limit any possible correlations or identification by using pairwise DIDs. Overall, combining this set of technologies guarantees secure exchange of EHRs, secure storage, and management along with by-design features inherited from the technological stack. © 2023 Marie Tcholakian et al.

ABSTRACT

During the Covid-19 pandemic, the insurance industry's digital shift quickened, resulting in a surge in insurance fraud. To combat insurance fraud, a system that securely manages and monitors insurance processes must be built by combining a machine learning classification framework with a web application. Examining and identifying fraudulent features is a frequent method of detecting fraud, but it takes a long time and can result in false results. One of these issues is addressed by the proposed solution. By digitalizing the paper-based workflow in insurance firms, this paper intends to improve the efficiency of the existing approach. This method also aimed to improve the present approach's data management by integrating a web application with a machine learning stacking classifier framework experimented on a linear regression-based iterative imputed data for detecting fraud claims and making the entire claim processing and documentation process more robust and agile. © 2022 IEEE.

ABSTRACT

It has been witnessed that digital technology has the potential to improve the efficiency of emergent healthcare management in COVID-19, which however has not been widely adopted due to unclear definition and configuration. This research aims to propose a proof of concept of digital twins for emergent healthcare management through configuring the cyber and functional interdependencies of healthcare systems at local and city levels. Critical interdependencies of healthcare systems have been firstly identified at both levels, then the information and associated cyber and functional interdependencies embedded in seven critical hospital information systems (HISs) have been identified and mapped. The proposed conceptual digital twin-based approach has been then developed for information coordination amongst these critical HISs at both local and city levels based on permissioned blockchain to (1) integrate and manage the information from seven critical HISs, and further (2) predict the demands of medical resources according to patient trajectory. A case study has been finally conducted at three hospitals in London during the COVID-19 period, and the results showed that the developed framework of blockchain-integrated digital twins is a promising way to provide more accurate and timely procurement information to decision-makers and can effectively support evidence-based decisions on medical resource allocation in the pandemic. © 2023 ICE Publishing: All rights reserved.

PurposeCitizens often perceive surveillance by government authorities as oppressive and, hence, demonstrate reluctance in value co-creation from such services. This study aims to investigate the challenges and benefits of citizen empowerment through technology-driven surveillance or "smart surveillance.”Design/methodology/approachGuided by Dynamic Capability theory, the authors conduct in-depth interviews with officers in-charge of surveillance in smart cities. Given the contemporary advancements, this approach allows a retrospective and real-time understanding of interviewees' experiences with smart surveillance.FindingsThe authors develop five propositions for citizen empowerment through smart surveillance to summarize the findings of this study.Research limitations/implicationsThis study advances the relevance of Dynamic Capability in public administration.Practical implicationsSmart city authorities and policymakers may leverage the insights provided in this study to design appropriate policies for smart surveillance.Originality/valueThe authors find that factors such as digital technology and infrastructure, information management, skill divide and perceived return on investment may influence citizen empowerment through smart surveillance.

ABSTRACT

In the Philippines, a barangay is the smallest administrative unit serving as suburban neighborhoods' first line of defense. According to Bautista, barangays conduct a manual file-based process of storing the community's health information. Therefore, the need for a single platform enables a small government unit to manage its resources while being transparent to its community. The study aims to develop a web- based barangay health information system portal for Barangay 69 District 1 in Tondo Manila. The system would be a reference tool for barangays as their platform provides inventory management, the barangay's health programs, and a dashboard for data visualization inventory management, tracking of Covid cases, administration of health activities, and a dashboard for data visualization. As a result, the web portal is functional, and different test scenarios show above-average results. The study concludes that the system provided a platform for the barangay and its residents. It also concludes that it is user-friendly and efficiently disseminates the barangay's health programs and activities. © 2023 IEEE.

ABSTRACT

As a result of the digital transition, planned or imposed, it is important that companies introduce control tools that allow measuring, validating, and improving the operations performed automatically, by the various technologies involved in the processes. For SMEs the challenge is increased by the lack of available resources. The additional benefits that the introduction of these tools can bring are several and diversified, but there are also several challenges to their implementation. One of the main obstacles will be the time factor, which in this case covers several dimensions. We intend to demonstrate that in the first stage of the implementation process, the ChatGPT technology can be important in presenting these benefits and challenges to managers of SMEs as well as higher education institutions, increasing the training of future managers in business intelligence and data analysis platforms that are mostly open source and low/no code for cost reduction. We focus our attention on a small Portuguese company where the advances in the digital transition were imposed by the pandemic but now faces the challenges of uncertainty in the quality of its process data and has to make choices between the visible and invisible costs of implementing business intelligence tools.

ABSTRACT

The prevalence cloud security has privacy preserving problems that major challenges due to humanity's need protect the sensitive and non-sensitive data to decision-making and resolve data leakage problems. One of the most difficult aspects is the reuse and sharing of accurate and detailed clinical data about PHR collected via Personal Health Records (PHRs) cloud transition is difficult. PHRs are often privacy preserving patient-centric models for exchanging medical information outsourced to third parties, such as Cloud Service Providers (CSP). A unique PHR patient information to ensure security with encryption before storage in the cloud. But still, issues such as security issues, flexible access and a valid user privacy risk management, efficiency and remain an important challenge to achieve better data access sensitive and non-sensitive imposition of control in cloud storage. To achieve high efficiency of PHR and modular data access control, Rail Fence Data Encryption (RFDE) algorithm provided to encrypt the PHR file to make high privacy standards. RFDE is also a form of transposition cipher called zigzag encryption, and the unauthorized user can't access the information. The proposed algorithm encrypts the PHR information it generates the secret key. The receiver decrypts the PHR information using the private key. The proposed algorithm provide efficient performance compared with previous algorithm. © 2023 IEEE.

ABSTRACT

Since 2020, health informaticians have developed and enhanced public-facing COVID-19 dashboards worldwide. The improvement of dashboards implemented by health informaticians will ultimately benefit the public in making better healthcare decisions and improve population-level healthcare outcomes. The authors evaluated 100 US city, county, and state government COVID-19 health dashboards and identified the top 10 best practices to be considered when creating a public health dashboard. These features include 1) easy navigation, 2) high usability, 3) use of adjustable thresholds, 4) use of diverse chart selection, 5) compliance with the Americans with Disabilities Act, 6) use of charts with tabulated data, 7) incorporated user feedback, 8) simplicity of design, 9) adding clear descriptions for charts, and 10) comparison data with other entities. To support their findings, the authors also conducted a survey of 118 randomly selected individuals in six states and the District of Columbia that supports these top 10 best practices for the design of health dashboards.

ABSTRACT

BACKGROUND: Numbers of clinical documentation integrity specialists (CDIS) and CDI programs have increased rapidly. CDIS review patient records concurrently with patient admissions and visits to ensure that information is accurate, complete and non-ambiguous, and query clinicians when they see opportunities for improving data. The occupation was initially focused on improving data for reimbursement, but rapid changes to clinical coding requirements, technologies and payment systems led to a quickly evolving role for CDI programs and changes in CDIS practice. OBJECTIVE: This case study seeks to uncover the ongoing innovation and adaptation occurring in a CDI program by tracing the evolution of a single CDI program over time. METHOD: We present a case study of the CDI program at the HonorHealth hospital system in Arizona. RESULTS: The HonorHealth CDI program holds a unique hybrid expertise and role within the healthcare organisation that allows it to rapidly adapt to support emergent demands both internal and external to the organisation, such as supporting accurate data collection for the COVID-19 pandemic. CONCLUSION: CDIS are a vital component in present data-intensive resourcing efforts. The hybrid expertise of CDIS and capacity for adaption and relationship building has enabled the HonorHealth CDI program to adapt rapidly to meet a growing array of clinical documentation integrity needs, including emergent needs during the COVID-19 pandemic. IMPLICATIONS: The HonorHealth case study can guide other CDI programs in adaptation of the CDI role and practices in response to changing organisational needs.

ABSTRACT

Concerns about the effects of global warming and predicted rising sea levels are radically changing government policies to lower carbon emissions using sustainable green technologies. The United Kingdom aims to reduce its carbon emissions by 78% by 2035 and achieve net zero by 2050. This is a major driver for energy management and is influencing development of buildings which use autonomous smart technologies to assist in lowering carbon footprints. These Smart Buildings use digital technologies by connecting sensor data with intelligent systems which can be monitored remotely to provide more efficient facilities management. The data harvested and transmitted from the IoT sensors provides a key component for Big Data Analytics using techniques such as Association rule mining for intelligent interpretation which can assist facilities management becoming more agile regarding office space utilization. The shift toward hybrid working particularly instigated by the COVID-19 pandemic and recent energy supply concerns caused by the Ukraine crisis presents facilities management with opportunities to optimize their space, reduce energy consumption, and allow them to identify commercial opportunities for the unused space throughout the building. ABSTRACT

Disinformation spread on social media generates a truly massive amount of content on a daily basis, much of it not quite duplicated but repetitive and related. In this paper, we present an approach for clustering social media posts based on topic modeling in order to identify and formalize an underlying structure in all the noise. This would be of great benefit for tracking evolving trends, analyzing large-scale campaigns, and focusing efforts on debunking or community outreach. The steps we took in particular include harvesting through CrowdTangle huge collection of Facebook posts explicitly identified as containing disinformation by debunking experts, following those links back to the people, pages and groups where they were shared then collecting all posts shared on those channels over an extended period of time. This generated a very large textual dataset which was used in the topic modeling experiments attempting to identify the larger trends in the available data. Finally, the results were transformed and collected in a Knowledge Graph for further study and analysis. Our main goal is to investigate different trends and common patterns in disinformation campaigns, and whether there exist some correlations between some of them. ABSTRACT

To assess the status of its performance based on expectations and feedback specifically from the educators who are users of Fr. Saturnino Urios University's (FSUU) learning management system (LMS). The researchers investigated and undermined gaps in training and learning using the analytical report. The finding showed that LMS's purpose is not only to deliver online education but also to provide a wide range of services like acting as a platform for online courses and content and learning activities both asynchronous and synchronous instructions. An LMS may provide classroom management as well as facilitation in the perspective and paradigm of higher education with an instructor-led training system or in the context of a flipped classroom, which ushered in the inevitable arrival of a new normal in part because of this global pandemic, COVID 19. Recent LMSs contain clever algorithms that automatically recommend courses based on a user's ability profile and extract metadata from various learning resources to produce such effective recommendations, improving s their accuracy. One of the various resources available to instructors to aid in teaching and learning is FSUU Learn. Furthermore, due to its numerous and versatile instructional elements, it is promising even after the epidemic and in face-to-face learning. The purpose of this study is to determine the elements that affect faculty and teachers at the university's acceptance of the LMS FSUU Learn as well as whether their usage of ICT affects their acceptance of other LMS FSUU Learn features during the peak of pandemic. The results revealed that the actual usage is 67% while the behavioral intention to use the FSUU Learn is 56.8%. The variables used in the study were able to predict 62% of the variance that could explain the acceptance of the FSUU Learn based on the perception of the faculty/teacher users. © 2023 IEEE.

BACKGROUND: The COVID-19 pandemic has had a significant impact on primary care service delivery with an increased use of remote consultations. With general practice delivering record numbers of appointments and rising concerns around access, funding, and staffing in the UK National Health Service, we assessed contemporary trends in consultation rate and modes (ie, face-to-face versus remote). OBJECTIVE: This paper describes trends in consultation rates in general practice in England for key demographics before and during the COVID-19 pandemic. We explore the use of remote and face-to-face consultations with regard to socioeconomic deprivation to understand the possible effect of changes in consultation modes on health inequalities. METHODS: We did a retrospective analysis of 9,429,919 consultations by general practitioners, nurses, or other health care professionals between March 2018 and February 2022 for patients registered at 397 general practices in England. We used routine electronic health records from Clinical Practice Research Datalink Aurum with linkage to national data sets. Negative binomial models were used to predict consultation rates and modes (ie, remote versus face-to-face) by age, sex, and socioeconomic deprivation over time. RESULTS: Overall consultation rates increased by 15% from 4.92 in 2018-2019 to 5.66 in 2021-2022 with some fluctuation during the start of the COVID-19 pandemic. The breakdown into face-to-face and remote consultations shows that the pandemic precipitated a rapid increase in remote consultations across all groups, but the extent varies by age. Consultation rates increased with increasing levels of deprivation. Socioeconomic differences in consultation rates, adjusted for sex and age, halved during the pandemic (from 0.36 to 0.18, indicating more consultations in the most deprived), effectively narrowing relative differences between deprivation quintiles. This trend remains when stratified by sex, but the difference across deprivation quintiles is smaller for men. The most deprived saw a relatively larger increase in remote and decrease in face-to-face consultation rates compared to the least deprived. CONCLUSIONS: The substantial increases in consultation rates observed in this study imply an increased pressure on general practice. The narrowing of consultation rates between deprivation quintiles is cause for concern, given ample evidence that health needs are greater in more deprived areas.

ABSTRACT

Wastewater surveillance is a disease-tracking tool that supports early response to infectious diseases, such as public health decision-making and vaccination efforts. Public health agencies have partnered with local officials, wastewater utilities, research institutions, engineers, and physicians to implement practical wastewater surveillance programs. Program development involves careful planning of sampling sites via geographic information system (GIS) analysis, safe and efficient sampling support, analytical methodology development, data analysis and management, and collaboration between wastewater utilities and public health officials. We are focused on building these partnerships to facilitate wastewater testing programs around the globe for the COVID-19 pandemic and preparing for future disease outbreaks. The primary goal of this presentation is to share lessons learned from real-world wastewater surveillance programs to support widespread adoption. We aim to present case studies developed at facility, neighborhood, city, and statewide scales to discuss benefits and challenges of the approach. Copyright © 2022 Water Environment Federation.

Introducción: La "pandemia" de la desinformación ha marcado la cobertura periodística del COVID-19, por lo que resulta de interés ver cómo diferentes modelos periodísticos han empleado la gestión de fuentes como criterio de calidad para hacerle frente. Metodología: El presente trabajo analiza las fuentes periodísticas - desde los indicadores de número, identificación y tipologíaempleadas en 420 artículos sobre la cobertura del COVID-19 correspondientes a cuatro modelos profesionales periodísticos: prensa tradicional, medios nativos digitales, prensa popular y plataformas de verificación. Resultados: El análisis refleja una adecuada gestión por parte de la prensa española de las fuentes durante la cobertura de la pandemia, utilizando de forma mayoritaria un número de fuentes superior al estándar;identificándolas correctamente en la práctica totalidad de casos;y empleando una adecuada variedad. Así, pese al claro predominio de las fuentes oficiales, se da también una presencia notable de fuentes expertas de los ámbitos científico y sanitario. Discusión y conclusiones: La calidad en la gestión de fuentes ha contribuido a hacer frente a la desinformación por parte de la prensa española, si bien se detectan importantes diferencias entre modelos profesionales. Las plataformas de verificación son las que presentan unos estándares de calidad más elevados a la hora de gestionar sus fuentes informativas, lo que contribuye a reforzar criterios claves en la lucha contra la desinformación como son verificación, relevancia, credibilidad y transparencia.Alternate :Introduction: The pandemic of misinformation has shaped the journalistic coverage of COVID-19, so it is interesting to see how different journalistic models have used source management as a quality criterion to address it. Methodology: This paper analyses the journalistic sources - from the indicators of number, identification and typology - used in 420 articles on the coverage of COVID-19 corresponding to four journalistic professional models: traditional press, digital native media, popular press and verification platforms. Results: The analysis reflects an adequate management of sources by the Spanish press during the coverage of the pandemic, mostly using a higher than standard number of sources;identifying them correctly in almost all cases;and using an adequate variety. Therefore, despite the clear predominance of official sources, there is also a notable presence of expert sources from the scientific and health fields. Discussion and conclusions: The quality of source management has contributed to fighting disinformation in the Spanish press, although there are important differences between professional models. Verification platforms are those with the highest quality standards when managing their information sources, which helps to reinforce key criteria in the fight against disinformation, such as verification, relevance, credibility and transparency.

Organizations have encountered risks of all types dealing with information systems (IS) and information technology (IT). However, managing risks in the COVID-19 environment is not something organizations have encountered in the past, at least to the extent. This paper identifies a number of IS/IT-related risks focusing on the current coronavirus environment. Suggestions are provided for managers on how they might recognize and minimize these risks.
