ABSTRACT

In transport infrastructure concessions, the sources of revenue to the private partner (or concessionaire) may include (i) the infrastructure users (e.g., landing fees, in the case of airports), (ii) the government (e.g. through availability payments), and (iii) both users and government, which might be called a hybrid concession. An example of the latter is a highway concession where the concessionaire charges tolls to the road users but, because of relatively low revenues, the government agency complements the toll revenue with availability payments. Focusing on airports, this paper summarizes the cases where it may be justified for the government to complement users' revenues and describes a model developed for the financial assessment of airport concessions involving payments by both the government and airport users, through the collection of several charges. The methodology described in the paper is also used to review the flexibility in new or ongoing airport concessions to mitigate traffic risks, which have been aggravated by the COVID-19 pandemic. The methodology can also be applied to other forms of transport infrastructure. A practical application of the model is demonstrated in the paper, using publicly available information, as well as basic assumptions, to build case studies for the Larnaca and Paphos airports in Cyprus. The model can also be used to carry out sensitivity analyses of the impact of key input parameters on outputs such as the investor's return on equity and annual debt service cover ratio. © 2023 The Authors. ABSTRACT

This study examines household behavioural responses to the pandemic-induced income shocks regarding their overall spending and spending out of 2020 CARES stimulus payments. Using data from the 2020 Health and Retirement Study COVID-19 project and restricting our sample to older adults (51 years old and above), we show that the negative income shocks experienced during the COVID-19 pandemic put downward pressure on household spending. Results also reveal that, relative to those who did not experience an income shock, stimulus recipients who experienced income losses were more likely to use the stimulus transfer to increase spending, pay off debt, or for other purposes rather than to save.

ABSTRACT

PurposeThis study aims to examine the factors influencing user satisfaction with unified payment interface (UPI)-based payment systems during the COVID-19 pandemic in India. The study also aimed to examine whether the user satisfaction with UPI-based payment systems during the COVID-19 pandemic will transform into their continuance intention post-COVID-19 pandemic.Design/methodology/approachThe study was performed in three phases, i.e. pre-testing (for developing questionnaire), pilot study (using exploratory factor analysis to ensure unidimensionality) and the main study. The main study was based on the feedback from a sample of 369 internet users who first used the UPI-based payment system during the COVID-19 pandemic. Data generated were analysed using the structural equation modelling approach.FindingsThe study findings suggest that the users who are satisfied with UPI-based transactions during the COVID-19 pandemic are likely to continue their use of this payment mode in future. Factors such as post-adoption perceived value, perceived usefulness and post-adoption perceived risk were observed to be key constructs in explaining user satisfaction and continued intention for UPI-based payment systems.Originality/valueThe study is one of the pioneering studies, in the sense that it investigated the continuance intention of UPI-based payment systems, which, surprisingly, did not gain much attention from past researchers.

The analysis reveals that all these factors continued to play a role in 2020, though the shock of the pandemic exhibited certain specific features.

ABSTRACT

PurposeThis study aims to discuss the consequences of trade-based money laundering (TBML) and informal remittance services on the sustainability of the position of balance of payments and net foreign assets of a small open economy.Design/methodology/approachThis paper uses a case study design using facts related to TBML and informal remittance services on the balance of payment and net foreign assets of Sri Lanka.FindingsThe contextual analysis reveals that the growth of the informal economy promotes informal remittance services in Sri Lanka. The policy decision to peg local currency to US dollars as a result of a shortage of foreign exchange had forced people to use informal channels for different purposes. The unclear and vague customer due diligence process of the anti-money laundering and countering the financing of terrorism (AML/CFT) regime also has forced people to use informal remittance services. Criminals especially drug traffickers have grabbed the promoted informal remittance services to transfer proceeds from Sri Lanka to overseas drug suppliers. On the other hand, systematic deficiencies in monitoring and regulation of movement of fund transfers and merchandise across borders provide opportunities for criminals to use different TBML techniques to transfer funds. These limitations force policymakers and regulators to think of developing a comprehensive payment ecosystem to prevent money laundering and terrorist financing. Therefore, the global initiative is required to move towards a payment ecosystem from a recommendation-based AML/CFT regime to reduce global crimes.Research limitations/implicationsThis study was designed to discuss the implications of TBML and informal remittance services on the balance of payments and net foreign assets in a small open economy. The structure and size of the economy, the strength of the overall economy and the AML/CFT regime will play an important role in controlling criminal activities and combating money laundering of an economy;hence, the impact of TBML and informal remittance services will vary accordingly across the countriesOriginality/valueThis paper is an original work done by the authors, which discusses the implications of TBML and informal remittance services on the balance of payments and net foreign assets of an emerging market context.

ABSTRACT

COVID-19 policy responses have intensified the use of housing as a spatial and material defence against community spread of infection. In so doing, they have focussed attention upon pre-existing inequalities and the effects of socio-economic management of COVID-19. This paper draws upon individual households' accounts to explore these effects on housing inequalities, and then adapts a critical resilience framework from disaster response in order to examine the implications for policymaking. The empirical work centres upon a case study of lived experiences of COVID-19-constrained conditions, based on a longitudinal-style study combining semi-structured interviews with 40 households, photographs and household tours at two datapoints (before/during COVID-19) in Victoria, Australia. The study reveals how these households were impacted across four domains: (1) employment, finances, services, and mobilities;(2) homemaking including comfort and energy bills, food and provisioning, and home-schooling/working from home;(3) relationships, care and privacy, and;(4) social, physical and mental health. The interviews also indicate how households coped and experienced relief payments and other related support policies during COVID-19. Drawing upon literature on disaster response, we highlight the centrality of vulnerability and resilience in recognising household exposure and sensitivity to COVID-19, and capabilities in coping. From this analysis, gaps in COVID-19 housing and welfare policy are exposed and guide a discussion for future housing policy interventions and pandemic planning.

This book explores how digital technologies have proved to be a useful and necessary tool to help ensure that local and regional governments on the frontline of the emergency can continue to provide essential public services during the COVID-19 crisis. Indeed, as the demand for digital technologies grows, local and regional governments are increasingly committed to improving the lives of their citizens under the principles of privacy, freedom of expression and democracy. The Digital Revolution began between the late 1950s and 1970s and represents the evolution of technology from the mechanical and analog to the digital. The advent of digital technology has also changed how humans communicate today using computers, smartphones and the internet. Further, the digital revolution has made a tremendous wealth of information accessible to virtually everyone. In turn, the book focuses on key challenges for local and regional governments concerning digital technologies during this crisis, e.g. the balance between privacy and security, the digital divide, and accessibility. ABSTRACT

Shifting to mobile payments from offline payments can be considered as a social distancing measure in times of a pandemic. The COVID-19 outbreak is currently entering its 'endemic' stage;continued usage of mobile-based payment services is thereby warranted as a social distancing mechanism. This could be true in case of any other pandemic/endemic outbreaks like SARS/Nipah virus outbreaks. The current study examines how the 'perceived' health threat posed by COVID-19 and mobile payment service quality (MPSQ) influence consumers' perceived value toward continuous usage of mobile payment services (MPS) in India. In addition, the investigation considers other factors that prompt consumers to continue using the service. Customers, who used mobile payment applications for making cashless transactions during the pandemic, formed the subjects of the study. Data were collected from 720 mobile payment users. The research model integrates the concept of health threat in health belief model to means-end chain model to explain why a customer opts to choose m-payment at times of a pandemic, and what prompts him/her to continue with its usage. The model was empirically tested with structural equation modeling, along with mediation and moderation analysis. It was found that MPSQ, perceived susceptibility, and perceived severity of COVID-19 significantly enhanced consumers' value perceptions regarding MPS, which leads to satisfaction and continuance intention of using the same. In addition, the study also found a significant positive moderating role of consumer involvement on the relationship between perceived health threat, perceived value, and MPSQ. The threat of COVID-19, being an endemic, or occurrence of similar pandemics persists, and adopting contactless transactions via MPS to comply with social distancing norms may improve customer value perceptions that could aid in the persistence of MPS usage. Also, derivation of value perceptions out of the service quality acts as a driver to continuous usage.

ABSTRACT

PurposeThe empirical analysis dealt in this paper emphasizes on the impact of military expenditures on out of pocket (OOP) healthcare payments. A sizeable body of defence economics literature has investigated the trade-off between military and public health expenditure, by testing the crowding-out or growth-stimulating hypothesis;does military expenditure scaling up crowd-out or promote governmental resources for social and welfare programs, including also state health financing?Design/methodology/approachIn this study, panel data from 2000 to 2018 for 129 countries is used to examine the impact of military expenditure on OOP healthcare payments. The dataset of countries is categorized into four income-groups based on World Bank's income-group classification. Dynamic panel data methodology is applied to meet study objectives.FindingsThe findings of this study indicate that military expenditure positively affects OOP payments in all the selected groups of countries, strongly supporting in this way the crowding-out hypothesis whereby increased military expenditure reduces the public financing on health. Study econometric results are robust since different and alternative changes in specifications and samples are applied in our analysis.Practical implicationsUnder the economic downturn backdrop for several economies in the previous decade and on the foreground of a potential limited governmental fiscal space related to the Covid-19 pandemic adverse economic effects, this study provides evidence that policy-makers have to adjust their government policy initiatives and prioritize Universal Health Coverage objectives. Consequently, the findings of this study reflect the necessity of governments as far as possible to moderate military expenditures and increase public financing on health in order to strengthen health care systems efficiency against households OOP spending for necessary healthcare utilization.Originality/valueDespite the fact that a sizeable body of defence economics literature has extensively examined the impact of military spending on total and public health expenditures, nevertheless to the best of our knowledge there is no empirical evidence of any direct effect of national defence spending on the main private financing component of health systems globally;the OOP healthcare payments.

ABSTRACT

The objectives of this research include: (1) examining and analyzing the effect of capital structure, profitability, dividend payments and inflation on the value of mining companies;(2) examining and analyzing the moderating role of Good Corporate Governance (GCG) on the effect of capital structure, profitability, dividend payment and inflation on the value of mining companies listed on the IDX. The population of this study is all mining sector companies listed on the IDX for the period 2014-2020. The purposive sampling method is used as the sampling technique. The total population is 49 companies and the number of samples that meet the criteria are 44 companies. The research period is 7 years, so the total number of observations is 308 data (pooled data). The Moderated Regression Analysis (MRA) is used as the analysis method. The result is as follow: (1) capital structure has a negative significant effect on firm value;(2) profitability has a positive significant effect on firm value;(3) dividend payment has no significant effect on firm value;(4) inflation has a negative significant effect on firm value;(5) GCG has a moderating effect on the influence of capital structure, profitability and inflation on firm value, with the type of Quasi Moderating, whereas on the influence of dividend payments on firm value, it was the type of Pure Moderating.

ABSTRACT

Stimulus checks were sent in response to recent US recessions. These checks grew from about $40 billion in the 2001 recession to $800 billion in the COVID era. Prior studies, however, ignored additional stimulus received upon filing tax returns (true-ups) and safe harbors that prevent possible stimulus repayment. Using population-level tax data, I estimate true-up and safe-harbor costs and decompose them by reasons, such as changes in income or the number of children. True-ups and safe harbors are costly. For the three rounds of COVID-era stimulus, true-ups and safe harbors cost more than $130 billion.

ABSTRACT

Objectives: The objective of this paper is to evaluate the use of informal payments and personal connections to gain preferential access to public health services during the COVID-19 pandemic and to propose effective policy measures for tackling this phenomenon. Methods: Using data from 25,744 patients in the European Union, six different scenarios are analyzed in relation to making informal payments and/or relying on personal connections to access public healthcare services. To evaluate the propensity to engage in informal practices in healthcare, probit regressions with sample selection and predicted probabilities are used. Robustness checks are also performed to test the reliability of the findings. Results: For each scenario, a statistically significant association is revealed between the propensity to make informal payments and/or rely on personal connections and the asymmetry between the formal rules and the patients' personal norms and trust in public authorities. Conclusion: To tackle informal practices in healthcare, policy measures are required to reduce the asymmetry between the formal rules and personal norms by raising trust in public authorities.

ABSTRACT

Despite the challenges, remittances frequently remain a primary source of economic support for those left behind, as well as for national development of post-conflict countries. [...]situations in the wake of recent conflicts are known for heightened remittance flows.3 As a large share of the remittance flows in conflict settings occurs through informal channels, the importance of remittances in these economies has often been underestimated. A focus on broader settings that can provide security, justice, and economic sustenance to individuals and communities affected by the crisis has been reflected in the human security approach6 to post-conflict7 development.8 Remittances can be central to fighting poverty—by diversifying household income sources, providing capital for productive investment and facilitating local markets, and funding education, health, and other social expenses.9 Remittances can contribute to post-conflict recovery in the long term. "20 Horst has shown that among the Somali diaspora in Norway, most political engagements do not occur through state institutions but take place on sub-national levels, including individual and group money transfers and certain humanitarian initiatives.21 Somali diaspora members mediate with clan leaders and elders who can contribute to reconciliation processes through customary mechanisms such as compensatory payments, but as noted above, such involvement can also sustain continued warfare.22 While the role of diaspora in post-conflict reconstruction efforts can be significant, diaspora can also remain an "under-utilized resource" whose strong emotional connection to their home country is offset by unstable institutional environments.23 Weak formal institutions and regulatory frameworks may offer little systematic support for entrepreneurship development, which is constrained by high transaction and compliance costs. Informal institutions and cultural attitudes remain important in the post-conflict assimilation of returning migrants who bring with them beliefs and understandings from their countries of settlement, resulting in hybrid norms and institutions.24 Many forcibly displaced and returning migrants may also lack properly transferable professional skills.25 The transfer of social and political remittances does not always signify "diffusion of democracy"—the effects of returning migrants to democratization depend on their experience of political mobilization as migrant workers, as well as on the status of democratic values in the political order of the host country, among other factors.26 Changing perspectives on conflict-affected remittances Remittances became central in the migration scholarship only in the 1990s, when the analytical focus shifted from migration as a result of [End Page 44] decision-making of rational individuals towards a more nuanced view of the role of households, social networks, and community in migration processes.

ABSTRACT

The economic and public health crisis caused by COVID-19 was devastating and disproportionately hurt Blacks and Hispanics and some other groups. Unemployment rates and other measures of material hardship were higher and increased more during the crisis among Blacks and Hispanics than among non-Hispanic Whites. Congress authorized a historic policy response, incorporating both targeted and universal supports, and expanding both the level and duration of benefits. This response yielded the remarkable result of an estimated decline in the Supplemental Poverty Measure between 2019 and 2020. We study administrative data to investigate the impact of the Supplemental Nutrition Assistance Program (SNAP) during the crisis. We find that participation in SNAP increased more in counties that experienced a larger employment shock. By contrast, the increase in total SNAP benefits was inversely related to the employment shock. The SNAP benefit increases were less generous to Black and Hispanic SNAP participants than to White.

ABSTRACT

Consumption and production of digital goods and services have increased in Indonesia for the past ten years. A fast-growing e-commerce sector and an increase in digital payments supported the strong growth of the digital economy. Although Internet and digital transactions emerged in the late 1980s, the regulatory framework governing digital activities was only introduced in 2008 with the enactment of the Law on Electronic Information and Transactions. The government of Indonesia has relaxed foreign capital restrictions and provided fiscal incentives for digital businesses. Indonesia has also made commitments related to digital business in recent trade agreements in terms of the mutual recognition of consumer protection and cross-border data transfer. To encourage the use of ICT in public service, Indonesia introduced the 100 Smart City programme and has begun the implementation of electronic-based public service and operation (e-government). The government accelerated digital transformation during the COVID-19 pandemic by increasing the budget allocations for ICT in 2020 and 2021. To further accelerate digital transformation, the government needs to focus on digital literacy, nationwide integrated infrastructure, regulatory and institutional mechanisms and the innovation ecosystem.

ABSTRACT

This study examines the political factors associated with the implementation of a benefit payment policy in Japan during the COVID-19 crisis. The Japanese government announced a universal cash payment program in April 2020, but the payment date differed across localities. This study estimates the correlation between this timing and local politicians' characteristics, finding that local governments with mayors elected unopposed tended to start making payments comparatively early. As such, mayors elected uncontested may be able to mobilize resources within government offices to execute programs such as the Special Fixed Benefit program in Japan, which attracted public attention.

Low wages of health professionals are widely recognized as one of the drivers of informal payments in Romania's healthcare system. In January 2018, the government increased wages by an average of 70% to 172% in the public healthcare sector. This study examined the trends in patient-reported informal healthcare payments, discussing the effect of a one-time wage increase in 2018 and the impact of the COVID-19 pandemic in 2020 and 2021. It draws on monthly survey data of patient-reported informal payments collected between January 2017 and December 2021. We analyzed three periods: before the wage rise ("low pay"), between the wage rise and the COVID-19 pandemic ("high pay"), and during the COVID-19 pandemic. We found that patient-reported informal payments decreased between the "low pay" and "high pay" period but with a sharper decline during the COVID-19 pandemic. The share of respondents willing to report informal payments increased during the "high pay" period, indicating a stronger willingness to voice dissatisfaction with health services and informal payments, but slowed down during the first lockdown in 2020. Informal payments were more frequently reported in larger hospitals and the poorest geographical areas. While the 2018 wage increase may have contributed to less prevalent informal payments, survey coverage and design must be improved to draw robust, system-level conclusions to inform tailored policy actions.

OBJECTIVE: The aim of this study is to assess the trends in industry payments to radiologists and the impact of the COVID-19 pandemic, including trends in different categories of payments. METHODS: The Open Payments Database from CMS was accessed and analyzed for the period from January 1, 2016, to December 31, 2021. Payments were grouped into six categories: consulting fees, education, gifts, research, speaker fees, and royalties or ownership. The total number, value, and types of industry payments to radiologists were subsequently determined and compared pre- and postpandemic from 2016 to 2021. RESULTS: The total number of industry payments and the number of radiologists receiving these payments dropped by 50% and 32%, respectively, between 2019 and 2020, with only partial recovery in 2021. However, the mean payment value and total payment value increased by 177% and 37%, respectively, between 2019 and 2020. Gifts and speaker fees experienced the largest decreases between 2019 and 2020 (54% and 63%, respectively). Research and education grants were also disrupted, with the number of payments decreasing by 37% and 36% and payment value decreasing by 37% and 25%, respectively. However, royalty or ownership increased during the first year of the pandemic (8% for number of payments and 345% for value of payments). CONCLUSIONS: There was significant decline in overall industry payments coinciding with the COVID-19 pandemic, with biggest declines in gifts and speaker fees. The impact on the different categories of payments and recovery in the last 2 years has been heterogeneous.
