La cooperación internacional en salud, su desarrollo y relación con el Sistema Nacional de Salud / International cooperation in health, its development and relationship with the National Health System
Existen diversos conceptos sobre la Cooperación Internacional en Salud, su multiplicidad está en dependencia de las perspectivas, enfoques políticos, sociales y económicos de los autores e investigadores del tema.
Cuba aplicó una definición de cooperación coherente con las realidades, principios y perspectivas nacionales, entendiéndola como un aspecto que incidió en el desarrollo. Durante 60 años se ejecutaron las modalidades bilateral, multilateral, triangular y sur-sur, con repercusión en todas las esferas del país e incidencia en el sector de la salud.
Conclusiones:
La efectividad de la cooperación que se recibe, independientemente de la modalidad de que se trate, estará determinada por la capacidad del gobierno para armonizarla y alinearla a los objetivos estratégicos definidos. La presencia creciente de los temas de salud en las agendas políticas requiere de un mayor conocimiento y experticia en estos temas, lo cual permitirá una adecuada utilización de los recursos que se adquieren por esta vía. Introduction:
There are various concepts on International Cooperation in Health, its multiplicity depends on the perspectives, political, social and economic approaches of the authors and researchers on the subject.
A qualitative documentary research was carried out, applying the historical method in the period from the beginning of the development of the National Health System in 1960 to 2018, whose main purpose was to carry out a theoretical approach to International Cooperation and demonstrate its scope. and influence on the development of the National Health System.
Results:
Cuba applied a definition of cooperation consistent with national realities, principles and perspectives, understanding it as an aspect that had an impact on development. For 60 years the modalities were implemented bilateral, multilateral, triangular and south-south, with repercussions in all spheres of the country and incidence in the health sector.
Conclusions:
The effectiveness of the cooperation received, regardless of the modality in question, will be determined by the government's ability to harmonize and align it with the defined strategic objectives. The growing presence of health issues on political agendas requires greater knowledge and expertise in these issues, which will allow an adequate use of the resources that are acquired in this way.
