ABSTRACT
Se inicia este estudio analizando las relaciones evolutivas entre el hombre y la naturaleza, para centrarse posteriormente en el problema del ruido en la sociedad actual, y sus repercusiones según distintos factores (nivel de ruido soportado, tiempo de exposición y efectos sobre el hombre). La Unión Europea, a través de diferentes disposiciones, lucha contra este problema promoviendo una disminución sonora en origen. En el trabajo se detallan las principales directivas comunitarias sobre el tema desde el origen de la Unión, especialmente cómo se ha acometido el problema desde el Acta Única Europea, así como las políticas que se apuntan para el futuro. En España, se estudia la distribución actual de competencias en la materia entre las distintas administraciones, con los problemas y beneficios que esto conlleva, y la legislación vigente y en proyecto (AU)
This study begins analyzing the evolutionary relations between the man and the nature, to be centered later in the problem of the noise in the present society, and its repercussions according to different factors like the level of noise supported or the time of exhibition. The European Union, through different dispositions, fights against this problem promoting a sonorous diminution in origin. The main communitarian directors detail themselves on the subject from the origin of the Union, and specially how the problem has been undertaken from the European Unique Act, as well as the policies that score for the future.
