ABSTRACT

OBJECTIVE: Much research on the early stages of the COVID-19 pandemic demonstrates the unequal impact on men and women in many countries but empirical evidence on later stages of the pandemic remains limited. The objective of this paper is to study differences between men and women in work location, the relative division of childcare, and perceived work-life balance across and throughout different phases of the pandemic using six waves of probability-based survey data collected in the Netherlands between April 2020 and April 2022 (including retrospective pre-pandemic measures). METHOD: The study used descriptive methods (longitudinal crosstabulations) and multivariate modelling (cross-sectional multinomial logits, with and without moderators) in a repeated cross-sectional design. RESULTS: Results suggest the pandemic is associated with several phase-specific differences between men and women in where they worked and their relative division of childcare in the Netherlands. Men were less likely than women to work fully from home at the start of each lockdown and to work on location during the first lockdown. Amongst parents, fathers increased their share of childcare throughout the first phase of the pandemic, and this increase remains visible at the end of the pandemic. Women in the Netherlands did not experience worse work-life balance than men throughout the pandemic, but mothers did experience worse work-life balance than fathers at various points during the pandemic. DISCUSSION: Our results suggest varying long-term implications for gender inequality in society. Gender differences in work location raise concerns about the possible longer-term impact on gender inequalities in career development. Our findings on childcare suggest that many households have experienced different divisions of childcare at different stages of the pandemic, with some potential for longer-term change. CONCLUSION: Inequalities between men and women in work, childcare, and wellbeing have neither been alleviated by nor unilaterally worsened during the COVID-19 pandemic.

ABSTRACT

The purpose of this study is to investigate to what extent perceived Covid-19-crisis intensity (PCCI) leads to the experience of parental burnout (PB), a syndrome characterized by exhaustion, emotional detachment from one's own children and a sense of inefficacy in the role as parent. Furthermore, the mediating role of work-family conflict (WFC) is examined. The buffering effect of family supportive organizational perceptions during the pandemic (FSOP-p) on the relationship between work-family conflict and parental burnout is also explored. Data were collected in March-April 2021 and March/April 2022. In spring 2021, 222 Italian working parents with at least one minor child living at home filled out the questionnaire. Data from 2021 showed that PCCI was positively related to the experience of parental burnout. Moreover, WFC mediated this relationship. No significant interaction effect was found for FSOP-p; however it was found that FSOP-p is negatively related to PCCI and WFC, and indirectly to parental burnout. In spring 2022, we examined whether there were changes in PCCI, WFC, and FSOP-p in a sample of 83 Italian parents. Moreover, for the second data collection we examine the tensions experienced by parents in their families about vaccination and infection precaution measures (e.g., Covid-19 vaccination passport). The results are different in 2022; the effect of PCCI on parental burnout is now completely mediated by the amount of WFC. It seems that now we go 'back to normal' and homeworking has become more optional for many, there is still an effect of PCCI on WFC, but no longer directly on parental burnout. Furthermore, the prevalence of PCCI in 2022 is lower than in 2021, while WFC and FSOP-p are not significantly different between the two timepoints. As family supportive organizational perceptions reduce the level of perceived Covid-19 intensity, organizations are urged to develop practices of support and to create a supportive environment.

ABSTRACT

As a result of the first COVID-19 lockdown in the Netherlands in March 2020, more than half of parents in the Netherlands had to work from home while also caring for their children. We found that work-related stressors and resources (working more hours, realistic manager expectations) particularly affect perceived work pressure. Perceived work pressure was higher among egalitarian fathers and mothers, especially compared to traditional fathers and mothers. Furthermore, egalitarian fathers were more negatively affected by arguments with their partners (home stressor) than traditional fathers. We found no differences between traditional and egalitarian mothers.

One year after the European work-life balance directive, which recognises the need for work-family policy support, measures to slow the spread of the COVID-19 pandemic began shaping parents' work-life balance in significant ways. Academically, we are challenged to explore whether existing theoretical frameworks hold in this new environment with combined old and new policy frameworks. We are also challenged to understand the nuanced ways in which the first lockdown affects the combination of paid work and care. We address both of these issues, providing a cross-sectional comparative analysis of highly educated mothers' perceptions of work-life balance during the COVID-19 pandemic in Finland and the Netherlands. Our findings show that highly educated Finnish mothers have more difficulty combining work and care during the first lockdown than Dutch mothers. The absence of state-provided care during the lockdown creates greater difficulty for full-time working Finnish mothers in a dual-earner/state-carer system than an absence of such care in the Dutch one-and-a-half earner system, where most mothers work part time. Further analyses suggest variation in part-time and (nearly) full-time hours mitigates the work-life balance experiences of highly educated Dutch mothers. Additional factors explaining cross-country variation or similarities include the presence of young children and the presence of a partner. We discuss these findings in light of current theoretical frameworks and highlight avenues for future research.

ABSTRACT

OBJECTIVE: The COVID-19 pandemic is more than a public health crisis. Lockdown measures have substantial societal effects, including a significant impact on parents with (young) children. Given the existence of persistent gender inequality prior to the pandemic, particularly among parents, it is crucial to study the societal impact of COVID-19 from a gender perspective. The objective of this paper is to use representative survey data gathered among Dutch parents in April 2020 to explore differences between mothers and fathers in three areas: paid work, the division of childcare and household tasks, and three dimensions of quality of life (leisure, work-life balance, relationship dynamics). Additionally, we explore whether changes take place in these dimensions by comparing the situation prior to the lockdown with the situation during the lockdown. METHOD: We use descriptive methods (crosstabulations) supported by multivariate modelling (linear regression modelling for continuous outcomes; linear probability modelling (LPM) for binary outcomes (0/1 outcomes); and multinomial logits for multinomial outcomes) in a cross-sectional survey design. RESULTS: Results show that the way in which parents were impacted by the COVID-19 pandemic reflects a complex gendered reality. Mothers work in essential occupations more often than fathers, report more adjustments of the times at which they work, and experience both more and less work pressure in comparison to before the lockdown. Moreover, mothers continue to do more childcare and household work than fathers, but some fathers report taking on greater shares of childcare and housework during the lockdown in comparison to before. Mothers also report a larger decline in leisure time than fathers. We find no gender differences in the propensity to work from home, in perceived work-life balance, or in relationship dynamics. CONCLUSION: In conclusion, we find that gender inequality in paid work, the division of childcare and household work, and the quality of life are evident during the first lockdown period. Specifically, we find evidence of an increase in gender inequality in relation to paid work and quality of life when comparing the situation prior to and during the lockdown, as well as a decrease in gender inequality in the division of childcare and household work. We conclude that the unique situation created by restrictive lockdown measures magnifies some gender inequalities while lessening others. DISCUSSION: The insights we provide offer key comparative evidence based on a representative, probability-based sample for understanding the broader impact of lockdown measures as we move forward in the COVID-19 pandemic. One of the limitations in this study is the cross-sectional design. Further study, in the form of a longitudinal design, will be crucial in investigating the long-term impact of the COVID-19 pandemic on gender inequality.

ABSTRACT

The purpose of this study is to examine measurement invariance of scoring of teaching behavior, as perceived by students, across six cultural contexts (Netherlands, Spain, Turkey, South Africa, South Korea, and Indonesia). It also aims to compare perceived teaching behavior across the six countries based on a uniform student measure. Results from multi-group confirmatory factor analyses (MGCFA) showed perceived teaching behavior in the six countries to be adequately invariant. Perceived teaching behavior was the highest in South Korea and the lowest in Indonesia. The findings provide new insights into the relevance and differences of teaching behavior across cultural contexts.

ABSTRACT

Homeownership, as a way to build up housing wealth, is believed to play an increasingly important role in terms of providing welfare to citizens. However, homeownership does not always act as a nest-egg; it can be a source of financial anxiety as well. In this paper we investigate how homeownership and housing wealth impact on the relationship between divorce and subjective wellbeing (life satisfaction, happiness, financial satisfaction). Using longitudinal data for Australia we find that homeowners are more negatively affected with respect to wellbeing by divorce than tenants, amongst others because the owned house becomes a financial burden. We further find that gender moderates the impact of homeownership and tenure change upon divorce on wellbeing. When women move from an owned to a rented house, divorce has a smaller negative effect on happiness and financial satisfaction than when women stay in the owned house. For men, staying in the owned house or moving within the owner-occupied sector increases happiness, but moving to the rental sector from the owned house increases financial satisfaction. Furthermore, for men, housing wealth mitigates financial stress when remaining in an owner-occupied house after divorce. We conclude that the potential role of homeownership as a welfare resource - in this case for subjective well-being - seems rather limited to those who already possess other resources (e.g. financial security) and therefore cannot be expected to substitute more traditional forms of welfare.

ABSTRACT

Integrating housing tenure in Instrumental Motivation Theory predicts a tenure gap in electoral participation, as homeowners would be more motivated to vote compared with tenants. The empirical question is whether this effect is causal or rather due to selection into different housing tenures. This question is tackled using coarsened exact matching (CEM) on data for 19 countries, allowing us to better control for endogeneity. Even then, homeowners are found to vote more often than tenants. This association is stronger in countries characterized by a strong pro-homeownership ideology and/or where the financialization of housing markets turned houses into assets.
