ABSTRACT

Context: The COVID-19 pandemic has been affecting health and economies across the world, although the nature of direct and indirect effects on Asian agrifood systems and food security has not yet been well understood. Objectives: This paper assesses the initial responses of major farming and food systems to COVID-19 in 25 Asian countries, and considers the implications for resilience, food and nutrition security and recovery policies by the governments. Methods: A conceptual systems model was specified including key pathways linking the direct and indirect effects of COVID-19 to the resilience and performance of the four principal Asian farming and food systems, viz, lowland rice based; irrigated wheat based; hill mixed; and dryland mixed systems. Based on this framework, a systematic survey of 2504 key informants (4% policy makers, 6% researchers or University staff, 6% extension workers, 65% farmers, and 19% others) in 20 Asian countries was conducted and the results assessed and analysed. Results and conclusion: The principal Asian farming and food systems were moderately resilient to COVID-19, reinforced by government policies in many countries that prioritized food availability and affordability. Rural livelihoods and food security were affected primarily because of disruptions to local labour markets (especially for off-farm work), farm produce markets (notably for perishable foods) and input supply chains (i.e., seeds and fertilisers). The overall effects on system performance were most severe in the irrigated wheat based system and least severe in the hill mixed system, associated in the latter case with greater resilience and diversification and less dependence on external inputs and long market chains. Farming and food systems' resilience and sustainability are critical considerations for recovery policies and programmes, especially in relation to economic performance that initially recovered more slowly than productivity, natural resources status and social capital. Overall, the resilience of Asian farming and food systems was strong because of inherent systems characteristics reinforced by public policies that prioritized staple food production and distribution as well as complementary welfare programmes. With the substantial risks to plant- and animal-sourced food supplies from future zoonoses and the institutional vulnerabilities revealed by COVID-19, efforts to improve resilience should be central to recovery programmes. Significance: This study was the first Asia-wide systems assessment of the effects of COVID-19 on agriculture and food systems, differentiating the effects of the pandemic across the four principal regional farming and food systems in the region.

ABSTRACT

An integrative management approach to the spread and emergence of global plant diseases, such as the soil-borne fungus Fusarium oxysporum f. sp. cubense tropical race 4 (Foc TR4), entails a combination of technical measures and the responsiveness and awareness of area-specific constellations supporting conditions conducive to interactions and coordination among organizations and actors with different resources and diverse interests. Responses to banana diseases are mostly studied through technical and epidemiological lenses and reflect a bias to the export industry. Some authors, however, indicate that cross-sector collaboration is crucial in responding to a disease outbreak. Earlier studies on the outbreak of diseases and natural disasters suggest that shared cognition and effective partnerships increased the success rate of response. Hence, it is important not to focus exclusively on the impacts of a pathogen at farm or field level and to shift attention to how tasks and knowledge are coordinated and shared. This paper aims to detect whether and how the emergence of Foc TR4 is a driver of coordination. The case study focuses on the interactions between a variety of banana producers and among a range of public and private actors in southern Philippines. The analysis identifies distinct forms of coordination emerging in the context of three organizational fields responding to Foc TR4, which underlie shared capacity to handle and understand the spread of a global plant disease. The research is based on qualitative key informant interviews and document analysis and on observations of instructive events in 2014-2017. Analysis of the composition and actions developed in three organizational fields leads to distinguishing three theory-driven forms of coordination: rule-based, cognition-based, and skill-based. The combination of these three forms constitutes the possibility of a collaborative community, which conditions the implementation of an integrative management approach to mitigate Foc TR4.

ABSTRACT

This study identifies the capabilities needed by small-scale fishers to participate in Fishery Improvement Projects (FIPs) for yellowfin tuna in the Philippines. The current literature provides little empirical evidence on how different models, or types of FIPs, influence the participation of fishers in their programs and the degree which FIPs are able to foster improvements in fishing practices. To address this literature gap, two different FIPs are empirically analysed, each with different approaches for fostering improvement. The first is the non-governmental organisation-led Partnership Programme Towards Sustainable Tuna, which adopts a bottom-up or development oriented FIP model. The second is the private-led Artesmar FIP, which adopts a top-down or market-oriented FIP approach. The data were obtained from 350 fishers surveyed and were analysed using two separate models run in succession, taking into consideration full, partial, and non-participation in the two FIPs. The results demonstrate that different types of capabilities are required in order to participate in different FIP models. Individual firm capabilities are more important for fishers participation in market-oriented FIPs, which use direct economic incentives to encourage improvements in fisher practices. Collective capabilities are more important for fishers to participate in development-oriented FIPs, which drive improvement by supporting fishers, fisher associations, and governments to move towards market requirements.
