ABSTRACT

Resumen: Este artículo se propone sistematizar algunas reflexiones emergentes de la participación del autor en dos itinerarios militantes yuxtapuestos: la participación en los colectivos de varones antipatriarcales (2009/2014) y el activismo feminista hacia el interior de organizaciones de la izquierda popular argentina. El texto se nutre de ambas experiencias para problematizar los vínculos entre colectivos de varones -y activismo antipatriarcal/feminista de los varones, más allá de su organización o no en colectivos específicos- y feminismos, pensando esta compleja relación en términos de aportes, tensiones y desafíos. Estas reflexiones activistas responden a una concepción metodológico-dialéctica que puede sintetizarse en la triada práctica-teoría-práctica. De esta manera, los vínculos establecidos entre colectivos de varones y feminismos emergen desde la praxis, para ser problematizados, teorizados y conceptualizados con el objetivo de volver a la práctica misma, para transformarla.


Resumo: Este artigo propõe sistematizar algumas reflexões emergentes a partir da participação do autor em dois itinerários militantes justapostos: a participação em coletivos de homens antipatriarcais (2009/2014) e o ativismo feminista no interior de organizações da esquerda popular argentina. O texto nutre-se de ambas experiências para problematizar os vínculos entre coletivos e homens - e ativismo antipatriarcal/feminista dos homens, para além de sua organização ou não em coletivos específicos - e feminismos, pensando esta complexa relação em termos de aportes, tensões e desafios. Estas reflexões ativistas respondem a uma concepção metodológica-dialética que pode ser sintetizada na tríade prática-teoria-prática. Desta maneira, os vínculos estabelecidos entre coletivos de homens e feminismos emergem a partir da práxis, para serem problematizados, teorizados e conceituados com o objetivo de voltar à própria prática, para transformá-la.


Abstract: This article systematizes some emerging considerations based on two juxtaposed activist itineraries by the author: his participation in anti-patriarchy men's groups (2009/2014) and feminist activism within popular left organizations in Argentina. It draws from both experiences to question the links between groups of men - and anti-patriarchal / male feminist activism beyond this specific groups - and feminisms, addressing this complex relationship in terms of contributions, tensions and challenges. A dialectical methodological approach is used, which can be summed up by the practice-theory-practice triad. Thus, the links established between groups of men and feminisms emerge from praxis, in order to be problematized, theorized and conceptualized with the aim of transforming practice itself.

ABSTRACT

This paper summarises the main results of a European project BEQUAR (Benchmarking Exercise in Quantitative Area Risk Assessment in Central and Eastern European Countries). This project is among the first attempts to explore how independent evaluations of the same risk study associated with a certain chemical establishment could differ from each other and the consequent effects on the resulting area risk estimate. The exercise specifically aimed at exploring the manner and degree to which independent experts may disagree on the interpretation of quantitative risk assessments for the same entity. The project first compared the results of a number of independent expert evaluations of a quantitative risk assessment study for the same reference chemical establishment. This effort was then followed by a study of the impact of the different interpretations on the estimate of the overall risk on the area concerned. In order to improve the inter-comparability of the results, this exercise was conducted using a single tool for area risk assessment based on the ARIPAR methodology. The results of this study are expected to contribute to an improved understanding of the inspection criteria and practices used by the different national authorities responsible for the implementation of the Seveso II Directive in their countries. The activity was funded under the Enlargement and Integration Action of the Joint Research Centre (JRC), that aims at providing scientific and technological support for promoting integration of the New Member States and assisting the Candidate Countries on their way towards accession to the European Union.

ABSTRACT

Since the coming into force of the Seveso II Directive, considerable experience has been acquired in regard to preparation of safety reports for establishments that fall under the requirements of this Directive. In light of this experience, the Amendment of the Seveso II Directive adopted by the European Parliament and the Council on 16 December 2003, gave the European Commission the mandate "to review by 31 December 2006 in close cooperation with the Member States, the existing Guidance on the Preparation of a safety report (EUR 17690)". As a result, a technical working group of Member States representing the Seveso competent authorities and the European Commission's Major Accident Hazards Bureau was established to review and re-examine the guidance. The new guidance maintains the high-level and overarching character of the older version, but improves the document through better definition of conceptual elements of the safety report and greater alignment with Annex II of the Directive, which describes the essential elements of the safety report. This paper describes the new guidance in terms of its contribution to developing a harmonized conceptual framework for preparing and reviewing safety reports within the context of Seveso II implementation. Overall, the aim of the guidance is to provide concrete advice to operators and competent authorities on the logic and expectations underlying the safety report, so as to make both preparation and review of the report a more efficient and useful exercise for all parties involved.
