ABSTRACT

The Healthy People 2010 Objectives and the Taskforce on Public Health Workforce Development both have recognized the important roles of state and local agencies in the education and training of their employees. This article describes an initial step in the development of a tool to assess agencies' training readiness using five factors derived from learning organization theory. These factors (resources, policies, learning culture, programs, and leadership) offer a useful framework for further development of a tool to assess training program readiness.

ABSTRACT

This article presents data from an evaluation of the Pennsylvania Student Assistance Program (SAP). Focusing on both program process and effectiveness, the evaluation was conducted to determine the overall efficacy of SAPs in Pennsylvania and, more specifically, how SAP is currently being implemented. Five data collection strategies were employed: statewide surveys of SAP team members and county administrators, focus groups, site visits, and the Pennsylvania Department of Education SAP Database. A total of 1204 individual team members from 154 school buildings completed the team member survey. Fifty-three county administrators completed the county administrator survey. Focus groups were comprised of SAP coordinators, school board personnel and community agency staff. Site visits were conducted at five schools. The findings of the evaluation indicate that SAP in Pennsylvania is being implemented as designed. Recommended is the development of benchmarks and indicators that focus on the best SAP practices and the extent to which various indicators of the effectiveness of SAP are occurring at appropriate levels.

ABSTRACT

OBJECTIVES: A training needs assessment project tested the use of "universal" competencies for establishing a model training agenda for the public health workforce. METHODS: Agency supervisors selected competencies for training priorities. Regional and national public health leaders used these selections to design the model training agenda. RESULTS: The competencies given high priority by supervisors varied among state and local agencies and included some not within the universal set. The model training agenda reflected supervisors' priorities as well as leaders' perspectives. CONCLUSIONS: The universal competencies provide a useful starting point, but not necessarily an exclusive framework, for assessing and meeting the training needs of the public health workforce.

ABSTRACT

The questions of whether self-esteem and locus of control change during the high school years, and whether gender differences exist in these variables were considered in this study. Participants consisted of 174 students who were ninth graders in 1989 and who were surveyed each spring for four years. Two-way ANOVAs were used to measure changes in self-esteem and locus of control over the four years as well as gender differences. A significant main effect for gender with lower self-esteem scores for girls was found. For locus of control, there was a significant main effect for grade and an interaction between grade and gender.

ABSTRACT

Adolescents' participation in extracurricular activities is related to a number of variables, such as higher grade point average, increased self-esteem, and lower absenteeism. This research, part of a larger longitudinal study, was designed to determine whether a short, psychoeducational intervention, the personal empowerment program, would affect adolescents' level of involvement in activities, their self-esteem, or their locus of control. Fifty-two ninth-grade students who were average participators were randomly selected and assigned to either the empowerment program or control group. Students were surveyed six months after the program. Analyses of covariance using pretest scores as the covariates indicated that students who participated in the program maintained their level of activity involvement during the transition to high school, a time when participation generally decreases. The program did not produce significant changes in self-esteem or locus of control. Implications for future research are discussed.
