ABSTRACT

The article shows that one of the conditions for qualitative training of specialists for the medical service of the Armed Forces of the Russian Federation is the availability of a well-equipped material and technical (teaching and material) base, the main element of which is medical property. It was revealed that at present the nomenclature, quantity and medical and technical characteristics of medical educational material for implementation of educational activities in the Military Medical Academy are not defined by normative legal acts. It is established that the formation of the material and technical (educational- material) base academy should be carried out on the basis of the principle of standardized allowance, which will allow the military management bodies to plan the allocation of not only the relevant medical educational equipment, but also the necessary amounts of money.

ABSTRACT

Modern order of rationing of medical property for military medical and pharmaceutical organizations in peacetime. The characteristic of the new rules of medical supply for medical and pharmaceutical institutions of the Armed Forces in peacetime are presented, approved and put into effect by the order of the Minister of Defence of the Russian Federation. New standards of medical supply logistics adapted to the current organizational structure of the military healthcare and pharmaceutical organizations. Their use in practice will improve the quality of primary specialized healthcare, as well as specialized and high-tech medical care to military personnel and other categories of citizens who are entitled to health care through the Ministry of Defence.

ABSTRACT

Authors presented a historical summary about formation and development of military formulary system and quantitative and qualitative characteristics of the fifth edition of the Drug formulary. The new Drug formulary is a list of drugs developed on the basis of multi-criteria choice of optimal alternatives according clinical and pharmacoeconomic effectiveness, costs with due regard to possible pharmacological support for troops. The fifth edition of the Drug Formulary fully covers medical and social demands of military servicemen, of military retirees and members of their families for the effective drugs during the treatment of socially important and common aliments within the framework of established government guarantee.

ABSTRACT

For the purpose of improvement of pharmaceutical benefits for military retirees was designed the drug usage standard. This standard consists of 216 drug titles and is utilized in outpatient care in case of consistency. Monthly outpatient care costs for one military retiree are more than 900 rubles. New procedural and institutional mechanisms, ways of interdepartmental interactions, rational forms of its organization are necessary for the improvement of the effectiveness. These measures correspond to main principals of reorganization of the system of health care.

In the U.S. troops and military retirees realize the right to obtain drugs by participating in a nationwide managed care program TRICARE under the routines TRICARE Pharmacy. Militarily, the U.S. health care holding drug based on the Basic Core Formulary and Extended Core Formulary, which are developed by US Department of Defense Pharmacy and Therapeutics Committee. Realization of subprogram TRICARE Pharmacy is performed by Express Scripts.
