ABSTRACT

BACKGROUND: Seahorses are endangered teleost fishes under increasing human pressures worldwide. In Brazil, marine conservationists and policy-makers are thus often skeptical about the viability of sustainable human-seahorse interactions. This study focuses on local ecological knowledge on seahorses and the implications of their non-lethal touristic use by a coastal community in northeastern Brazil. Community-based seahorse-watching activities have been carried out in Maracaípe village since 1999, but remained uninvestigated until the present study. Our goal is to provide ethnoecological understanding on this non-extractive use to support seahorse conservation and management. METHODS: We interviewed 32 informants through semi-structured questionnaires to assess their socioeconomic profile, their knowledge on seahorse natural history traits, human uses, threats and abundance trends. RESULTS: Seahorse-watching has high socioeconomic relevance, being the primary income source for all respondents. Interviewees elicited a body of knowledge on seahorse biology largely consistent with up-to-date research literature. Most informants (65.5 %) perceived no change in seahorse abundance. Their empirical knowledge often surpassed scientific reports, i.e. through remarks on trophic ecology; reproductive aspects, such as, behavior and breeding season; spatial and temporal distribution, suggesting seahorse migration related to environmental parameters. CONCLUSIONS: Seahorse-watching operators were aware of seahorse biological and ecological aspects. Despite the gaps remaining on biological data about certain seahorse traits, the respondents provided reliable information on all questions, adding ethnoecological remarks not yet assessed by conventional scientific surveys. We provide novel ethnobiological insight on non-extractive modes of human-seahorse interaction, eliciting environmental policies to integrate seahorse conservation with local ecological knowledge and innovative ideas for seahorse sustainable use. Our study resonates with calls for more active engagement with communities and their local ecologies if marine conservation and development are to be reconciled.

ABSTRACT

Developing survey strategies for threatened species is often limited by access to sufficient individuals to acquire information needed to design appropriate conservation measures. The goliath grouper (Epinephelus itajara) is a large reef fish, globally classified as critically endangered. In Brazil, fishing has been prohibited since 2002. Herein we investigated habitat use and abundance of E. itajara in Brazil drawn from a participative survey, which engaged volunteer divers in data-collection. A total of 188 reports were recorded between 2005 to 2011 throughout 13 Brazilian states. Our results revealed that habitat type influenced the relationship between total length and depth of occurrence of E. itajara. We observed a significant difference between habitats, artificial presented a nonlinear and natural an asymptotic relationship. This study underscores the importance of developing conservation measures addressing specific habitats and locations to enhance population recovery. Artificial structures (shipwrecks and manmade reefs) are critical habitats that must be considered as highly sensitive areas to E. itajara strategic conservation policies. We suggest the creation and implementation of marine protected areas, as key strategies for E. itajara conservation, especially for artificial habitats and aggregation sites.


O desenvolvimento de estratégias de pesquisa para espécies ameaçadas é frequentemente limitado pelo acesso a indivíduos suficientes para adquirir informações necessárias para elaborar medidas de conservação adequadas. Dentre essas espécies, o mero (Epinephelus itajara) é um peixe recifal de grande tamanho, classificado globalmente como criticamente ameaçado. No Brasil, a pesca é proibida desde 2002. Investigou-se o uso de hábitat e abundância de E. itajara no Brasil através de uma pesquisa participativa, que engajou mergulhadores voluntários na coleta dos dados. Um total de 188 relatos foram registrados entre 2005 a 2011 em 13 estados brasileiros. Os resultados revelaram que o tipo de hábitat influenciou a relação entre o comprimento total e profundidade de ocorrência de E. itajara. Observou-se uma diferença significativa entre hábitats: hábitat artificial apresentou uma relação não linear e hábitat natural uma relação assintótica. Este estudo ressalta a importância do desenvolvimento de medidas de conservação abordando hábitats e locais específicos visando a recuperação populacional. Estruturas artificiais (naufrágios e recifes feitos pelo homem) são hábitats críticos que devem ser considerados como áreas relevantes para as estratégias políticas conservação de E. itajara. Sugere-se a criação e implementação de áreas marinhas protegidas como uma estratégia fundamental para a conservação de E. itajara, especialmente em hábitats artificiais e locais de agregação.

ABSTRACT

This article discusses the current problems and issues associated with the implementation of a National System of Marine Protected Areas in Brazil. MPA managers and higher governmental level authorities were interviewed about their perceptions of the implementation of a national MPA strategy and the recent changes in the institutional arrangement of government marine conservation agencies. Interviewees' narratives were generally pessimistic and the National System was perceived as weak, with few recognizable marine conservation outcomes on the ground. The following major flaws were identified: poor inter-institutional coordination of coastal and ocean governance; institutional crisis faced by the national government marine conservation agency; poor management within individual MPAs; problems with regional networks of marine protected areas; an overly bureaucratic management and administrative system; financial shortages creating structural problems and a disconnect between MPA policy and its delivery. Furthermore, a lack of professional motivation and a pessimistic atmosphere was encountered during many interviews, a malaise which we believe affects how the entire system is able to respond to crises. Our findings highlight the need for a better understanding of the role of 'leadership' in the performance of socio-ecological systems (such as MPA networks), more effective official evaluation mechanisms, more localized audits of (and reforms if necessary to) Brazil's federal biodiversity conservation agency (ICMBio), and the need for political measures to promote state leadership and support. Continuing to focus on the designation of more MPAs whilst not fully addressing these issues will achieve little beyond fulfilling, on paper, Brazil's international marine biodiversity commitments.
