ABSTRACT
BACKGROUND: Neonatal lupus erythematosus is an autoimmune disease acquired during fetal life as a result of transplacental passage of maternal anti-Sjögren's-syndrome-related antigen A (anti-SSA/Ro), anti-Sjögren's-syndrome-related antigen B (anti-SSB/La) or anti-U1 ribonucleoprotein (anti-U1-RNP) antinuclear autoantibodies. CONTENTS: Clinical manifestations include skin lesions, congenital heart block, hepatobiliary involvement and cytopenias. Most of the disorders disappear spontaneously after clearance of maternal antibodies. Cardiac symptoms, however, are not self-resolving and often pacemaker implantation is required. Diagnosis is based on clinical presentation and the presence of typical antibodies in the mother's or infant's serum. OUTLOOK: Neonatal lupus erythematosus may develop in children born to anti-SSA/Ro or anti-SSB/La women with various systemic connective tissue diseases. However, in half of the cases, the mother is asymptomatic, which may delay the diagnosis and have negative impact on the child's prognosis. Testing for antinuclear antibodies should be considered in every pregnant woman since early treatment with hydroxychloroquine or intravenous immunoglobulin (IVIG) has proven to be effective in preventing congenital heart block.

Los problemas ambientales actuales demandan acciones y respuestas por parte de las instituciones que tienen a su cargo la ejecución de la política ambiental y que gestionan el ambiente en el territorio que les compete. La dinámica propia de la temática ambiental ha impuesto un ritmo de respuesta institucional, política, administrativa y jurídica de tal naturaleza que la construcción teórica desde el derecho ambiental se ha visto, al menos, rezagada. Es en este sentido que, ante los escasos antecedentes en Argentina referidos a estudios jurídico-institucionales relacionados con la cuestión ambiental o ecológica entendida como problema político acuciante, nos propusimos intentar diferentes desarrollos teóricos y relevamientos de datos capaces de echar algo de luz a la situación en nuestro territorio. En este trabajo precisaremos, en primer término, nociones como gestión pública del ambiente e institucionalidad ambiental. En segundo término, nos ocuparemos de aquello que denominamos "nuevo orden ambiental Nacional". En ese marco abordaremos lo que aparece como sus impactos directos en la sanción legislativa nacional y provincial, pero principalmente en las instituciones ambientales nacionales y de las diferentes jurisdicciones provinciales². A los fines de este último punto, explicitaremos los diferentes modelos institucionales elaborados que nos permitieron caracterizar los organismos públicos estatales y su desarrollo. Por último, efectuamos algunas referencias a la trascendencia de la coordinación interjurisdiccional en materia ambiental. Asimismo, cabe destacar que el presente se inscribe en el marco del desarrollo de una novedosa línea de investigación entre los estudios jurídico-ambientales en Argentina. La misma intenta abordar los problemas ecológicos desde el derecho pero sin descuidar la especificidad y complejidad de lo ambiental.
The current environmental problems demand action and answers from the institutions that are responsible for implementing the environmental policy and managing the environment in the territory of their competence. The typical dynamics of the environmental subject matter has set an institutional, political, administrative and legal answer rhythm of such nature that the theoretical construction from the Environmental Law has been, to say the least, left behind. It is in this sense that, in view of the scarce background referred to legal-institutional studies in Argentina in relation with the environmental or ecological matter -understood as an urgent political problem,- we decided to intend different theoretical developments and data surveys capable to throw a light upon this situation in our territory. In this work we will specify, in first place, ideas such as public environmental management and environmental institutionalism. Secondly, we will see to what we call "new environmental National order." In this framework we will deal with what appears as its direct impact in the national and provincial legislative sanction, but mainly in the national environmental institutions and the different provincial jurisdictions². For the purposes of this last point, we will explain the different institutional models developed which allowed us to characterize the state-owned public organisms and their development. Finally, we will make a reference to the importance of the interjurisdictional coordination in environmental matters. By the same token, it is worth noting that this work is registered within the framework of an innovative research line in the Judicial-Environmental Studies in Argentina. It intends to deal with ecological problems from the Law but without neglecting the specificity and complexity of the environmental issues.

Oral administration of sodium tungstate is an effective treatment for diabetes in animal models. Several lines of evidence indicate the pancreatic beta cell as one of the targets of tungstate action. Here, we examined the molecular mechanism by which this compound exerts its effects on the beta cell line MIN6. Tungstate treatment induced phosphorylation and subsequent activation of p38 and PI3K which in turn are implicated in tungstate PDX-1 nuclear localization and activation. Although no effect was observed in glucose-induced insulin secretion we found that tungstate activates basal insulin release, a process driven, at least in part, by activation of p38. These results show a direct involvement of p38 and PI3K phosphorylation in the mechanism of action of tungstate in the beta cell.

Esta comunicación se propone divulgar un trabajo realizado en la Subsecretaría de Gestión Pedagógica de la Facultad de Ingeniería de la Universidad de Buenos Aires cuyo objetivo ha sido el seguimiento y la evaluación de los procesos de enseñanza que se desarrollan en la misma, a la vez que difundir las primeras conclusiones sobre los puntos fuertes y débiles de la primera etapa de esta experiencia y las propuestas de mejora a realizar en el futuro. Con el objetivo de brindar un espacio de apoyo institucional a la docencia y de contar con un instrumento que permita tomar decisiones sobre la marcha de estos procesos se diseñó un sistema de evaluación interna. La línea de evaluación con la que trabajamos es de carácter cualitativa, en la medida en que intenta proporcionar información para la formulación de mejoras en las propuestas de enseñanza a partir de la comprensión de las prácticas docentes. No ha sido nuestro objetivo realizar generalizaciones estadísticas sino que, tratamos de dar significados a las prácticas docentes dentro del contexto institucional de la Facultad de Ingeniería. Nuestro diseño busca la integración de diversas fuentes: la opinión de los estudiantes, de los docentes y de diferentes documentos, se pretende que cada una de las fuentes, que son y serán objeto de indagación, aporten datos que serán relacionados. Sabemos que los procesos evaluativos son controvertidos y problemáticos, resulta pues de vital importancia enfatizar por encima de todo el carácter formativo de la evaluación (AU)
This communication sets out to disclose a work made in the Secretarys office of Pedagogical Management of the Faculty of Engineering of the University of Buenos Aires. The objective has been the pursuit and the evaluation of the teaching processes that are developed in the same one, simultaneously that to spread the first conclusions on the strong and weak points of the first stage of this experience and the proposals of improvement to make in the future. With the objective to offer a space of institutional support to teaching and to count on an instrument that allows making decisions on the march from these processes we designed a system of internal evaluation. The line of evaluation with that we worked is of qualitative character, because it tries to provide information for the formulation of improvements in the proposals of teaching based on the understanding of the educational practices. It has not been our objective making statistical generalizations but that, we tried to give meanings to the educational practices within the institutional context of the Engineering College. Our design looks for the integration of diverse sources: the opinion of the students, the professors ones and different documents, is tried that each one of the sources, that are and will be investigation object, contributes data that will be related. We know that the evaluatives processes are controverted and problematic, is then from vital importance of emphasizing over all the formative character of the evaluation (AU)
