ABSTRACT

Widespread woody encroachment is a prominent concern for savanna systems as it is often accompanied by losses in productivity and biodiversity. Extensive ecosystem-level work has advanced our understanding of its causes and consequences. However, there is still debate over whether local management can override regional and global drivers of woody encroachment, and it remains largely unknown how encroachment influences woody community assemblages. Here, we examined species-level changes in woody plant distributions and size structure from the late 1980s to the late 2000s based on spatially intensive ground-based surveys across Kruger National Park, South Africa. This study region spans broad gradients in rainfall, soil texture, fire frequency, elephant density, and other topographic variables. Species-level changes in frequency of occurrence and size class proportion reflected widespread woody encroachment primarily by Dichrostachys cinerea and Combretum apiculatum, and a loss of large trees mostly of Sclerocarya birrea and Acacia nigrescens. Environmental variables determining woody species distributions across Kruger varied among species but did not change substantially between two sampling times, indicating that woody encroachers were thickening within their existing ranges. Overall, more areas across Kruger were found to have an increased number of common woody species through time, which indicated an increase in stem density. These areas were generally associated with decreasing fire frequency and rainfall but increasing elephant density. Our results suggest that woody encroachment is a widespread but highly variable trend across landscapes in Kruger National Park and potentially reflects an erosion of local heterogeneity in woody community assemblages. Many savanna managers, including in Kruger, aim to manage for heterogeneity in order to promote biodiversity, where homogenization of vegetation structure counters this specific goal. Increasing fire frequency has some potential as a local intervention. However, many common species increased in commonness even under near-constant disturbance conditions, which likely limits the potential for managing woody encroachment in the face of drivers beyond the scope of local control. Regular field sampling coupled with targeted fire management will enable more accurate monitoring of the rate of encroachment intensification.

ABSTRACT

In West Africa, long and complex livestock value chains connect producers mostly in the Sahel with consumption basins in urban areas and the coast. Regional livestock trade is highly informal and, despite recent efforts to understand animal movement patterns in the region, remains largely unrecorded. Using CILSS' database on intraregional livestock trade, we built yearly and overall weighted networks of animal movements between markets. We mapped and characterized the trade networks, identified market communities, key markets and their roles. Additionally, we compared the observed network properties with null-model generated ensembles. Most movements corresponded to cattle, were made by vehicle, and originated in Burkina Faso. We found that live animals in the central and eastern trade basins flow through well-defined, long distance trade corridors where markets tend to trade in a disassortive way with others in their proximity. Modularity-based communities indicated that both national and cross-border trade groups exist. The network's degree and link distributions followed a log-normal or a power-law distribution, and key markets located primarily in urban centers and near borders serve as hubs that give peripheral markets access to the regional network. The null model ensembles could not reproduce the observed higher-level properties, particularly the propinquity and highly negative assortativity, suggesting that other possibly spatial factors shape the structure of regional live animal trade. Our findings support eliminating cross-border impediments and improving the condition of the regional road network, which limit intraregional trade of and contribute to the high prices of food products in West Africa. Although with limitations, our study sheds light on the abstruse structure of regional livestock trade, and the role of trade communities and markets in West Africa.

ABSTRACT

We propose to enhance existing adaptive management efforts with a decision-analytical approach that can guide the initial selection of robust restoration alternative plans and inform the need to adjust these alternatives in the course of action based on continuously acquired monitoring information and changing stakeholder values. We demonstrate an application of enhanced adaptive management for a wetland restoration case study inspired by the Florida Everglades restoration effort. We find that alternatives designed to reconstruct the pre-drainage flow may have a positive ecological impact, but may also have high operational costs and only marginally contribute to meeting other objectives such as reduction of flooding. Enhanced adaptive management allows managers to guide investment in ecosystem modeling and monitoring efforts through scenario and value of information analyses to support optimal restoration strategies in the face of uncertain and changing information.

BACKGROUND: The Gulf coastal ecosystems in Florida are foci of the highest species richness of imperiled shoreline dependent birds in the USA. However environmental processes that affect their macroecological patterns, like occupancy and abundance, are not well unraveled. In Florida the Snowy Plover (Charadrius alexandrinus nivosus) is resident along northern and western white sandy estuarine/ocean beaches and is considered a state-threatened species. METHODOLOGY/PRINCIPAL FINDINGS: Here we show that favorable nesting areas along the Florida Gulf coastline are located in regions impacted relatively more frequently by tropical cyclones. The odds of Snowy Plover nesting in these areas during the spring following a tropical cyclone impact are seven times higher compared to the odds during the spring following a season without a cyclone. The only intensity of a tropical cyclone does not appear to be a significant factor affecting breeding populations. CONCLUSIONS/SIGNIFICANCE: Nevertheless a future climate scenario featuring fewer, but more extreme cyclones could result in a decrease in the breeding Snowy Plover population and its breeding range. This is because the spatio-temporal frequency of cyclone events was found to significantly affect nest abundance. Due to the similar geographic range and habitat suitability, and no decrease in nest abundance of other shorebirds in Florida after the cyclone season, our results suggest a common bioclimatic feedback between shorebird abundance and tropical cyclones in breeding areas which are affected by cyclones.

ABSTRACT

Environmental decision making is becoming increasingly more information intensive and complex. Our previous work shows that multicriteria decision analysis (MCDA) tools offer a scientifically sound decision analytical framework for environmental management, in general, and specifically for selecting optimal sediment management alternatives. Integration of MCDA into risk assessment and sediment management may require linkage of different models and software platforms whose results may lead to somewhat different conclusions. This paper illustrates the application of 3 different MCDA methods in 2 case studies involving contaminated sediment management. These case studies are based on real sediment management problems experienced by the US Army Corps of Engineers and other stakeholders in New York/New Jersey Harbor, USA, and the Cocheco River Superfund Site in New Hampshire, USA. Our analysis shows that application of 3 different MCDA tools points to similar management solutions no matter which tool is applied. MCDA tools and approaches were constructively used to elicit the strengths and weaknesses of each method when solving the problem.

ABSTRACT

Current uncertainties in our understanding of ecosystems require shifting from optimization-based management to an adaptive management paradigm. Risk managers routinely make suboptimal decisions because they are forced to predict environmental response to different management policies in the face of complex environmental challenges, changing environmental conditions, and even changing social priorities. Rather than force risk managers to make single suboptimal management choices, adaptive management explicitly acknowledges the uncertainties at the time of the decision, providing mechanisms to design and institute a set of more flexible alternatives that can be monitored to gain information and reduce the uncertainties associated with future management decisions. Although adaptive management concepts were introduced more than 20 y ago, their implementation has often been limited or piecemeal, especially in remedial decision making. We believe that viable tools exist for using adaptive management more fully. In this commentary, we propose that an adaptive management approach combined with multicriteria decision analysis techniques would result in a more efficient management decision-making process as well as more effective environmental management strategies. A preliminary framework combining the 2 concepts is proposed for future testing and discussion.

ABSTRACT

Decision making in environmental projects can be complex and seemingly intractable, principally because of the inherent trade-offs between sociopolitical, environmental, ecological, and economic factors. The selection of appropriate remedial and abatement strategies for contaminated sites, land use planning, and regulatory processes often involves multiple additional criteria such as the distribution of costs and benefits, environmental impacts for different populations, safety, ecological risk, or human values. Some of these criteria cannot be easily condensed into a monetary value, partly because environmental concerns often involve ethical and moral principles that may not be related to any economic use or value. Furthermore, even if it were possible to aggregate multiple criteria rankings into a common unit, this approach would not always be desirable because the ability to track conflicting stakeholder preferences may be lost in the process. Consequently, selecting from among many different alternatives often involves making trade-offs that fail to satisfy 1 or more stakeholder groups. Nevertheless, considerable research in the area of multicriteria decision analysis (MCDA) has made available practical methods for applying scientific decision theoretical approaches to complex multicriteria problems. This paper presents a review of the available literature and provides recommendations for applying MCDA techniques in environmental projects. A generalized framework for decision analysis is proposed to highlight the fundamental ingredients for more structured and tractable environmental decision making.
