ABSTRACT

Modern order of rationing of medical property for military medical and pharmaceutical organizations in peacetime. The characteristic of the new rules of medical supply for medical and pharmaceutical institutions of the Armed Forces in peacetime are presented, approved and put into effect by the order of the Minister of Defence of the Russian Federation. New standards of medical supply logistics adapted to the current organizational structure of the military healthcare and pharmaceutical organizations. Their use in practice will improve the quality of primary specialized healthcare, as well as specialized and high-tech medical care to military personnel and other categories of citizens who are entitled to health care through the Ministry of Defence.

ABSTRACT

Without a complex comprehensive analysis of the activities of medical supply organizations is impossible to effectively manage the processes of provision of medical equipment and property, and provide a quality control of finished products and magistral formulas, technical and metrological provision of medical services and to render better decisions. In this regard, the article provides a list of pharmaceutical services (works) provided by medical supply organizations of the Armed Forces of the Russian Federation and proposes indicators in assessing their effectiveness. Examples of analysis and assessment of the main indicators of provided services (works) in absolute values are given. At the same time, the authors give the ways of solutions aimed at increasing the motivation of various specialists to improve the quality of performance indicators in the medical equipment and property support centres of the Ministry of Defense of the Russian Federation.

ABSTRACT

Implementation of modern approaches to medical equipment of medical service's troops. The authors give essential characteristics of modern approaches to equipment of medical small and large units and troops. It is shown that for medical evacuation under field conditions it is neccessary to use modern complete-basic equipment that allows effectively providing medical assistance to the wounded and sick, maintaining the established level of readiness of medical troops, unifying norms of medical equipping, operatively deploying organisational stages of medical evacuation, optimizing planning of medical equipment. Medical equipment in peacetime should be carried out on the basis of standards and orders of medical care delivery that ensures harmonization with requirements of public health.

ABSTRACT

The challenges that medical service of the Armed Forces of the Russian Federation faces cannot be solved without a new qualitative approach to military and medical support. In order to create a complete organizational system of the medical support, consisting of united process of material flow management and management of accompanying elements, the. structure of the medical support and its equipment must correspond to performed tasks. The article describes a set of activities that are performed in the system of military-medical support and offers some promising approaches, which are supposed to solve assigned tasks imposed upon the center of pharmacy and medical technology and its interaction with superior body control, maintainable and third party organizations.

ABSTRACT

Authors presented a historical summary about formation and development of military formulary system and quantitative and qualitative characteristics of the fifth edition of the Drug formulary. The new Drug formulary is a list of drugs developed on the basis of multi-criteria choice of optimal alternatives according clinical and pharmacoeconomic effectiveness, costs with due regard to possible pharmacological support for troops. The fifth edition of the Drug Formulary fully covers medical and social demands of military servicemen, of military retirees and members of their families for the effective drugs during the treatment of socially important and common aliments within the framework of established government guarantee.

We present characteristics of a new regulatory act issued by the Ministry of Defense of the Russian Federation - Medical equipment supply rate for large units, military units and facilities of the Armed Forces of the Russian Federation in peacetime, prepared in the course of modernization of the system of medical equipment rationing. New system of medical equipment rationing answers modern requirements of the Armed Forces. Introduction of modern norms of medical supply into practical activities of military regulatory bodies, medical units, military units and organizations will increase the effectiveness and quality of medical service, will help to maintain servicemen's health and will facilitate the combat readiness of medical units.

ABSTRACT

For the purpose of improvement of pharmaceutical benefits for military retirees was designed the drug usage standard. This standard consists of 216 drug titles and is utilized in outpatient care in case of consistency. Monthly outpatient care costs for one military retiree are more than 900 rubles. New procedural and institutional mechanisms, ways of interdepartmental interactions, rational forms of its organization are necessary for the improvement of the effectiveness. These measures correspond to main principals of reorganization of the system of health care.

ABSTRACT

Development of the medicamental aid in military medicine can be realized only through the introduction of the formulary system. This system forms the informative-methodological basis of the achievement of socially necessary level of drug usage. On the basis of medical standards and analysis of sick rate the formulary of pharmaceuticals which can help to reduce the nomenclature of applying drugs, improve efficiency of medicamental aid is worked out. Medical service of Armed Forces of the Russian Federation has an experience in the development of formularies, but it is early to speak about the introduction of the formulary system into routine of military medicine. Development of the medicamental aid in military medicine on the basis of the formulary system will conduce to satisfying of medical and social requirements of servicemen, military retiree and members of their families.

Was analyzed order of bringing into service of new medical technique, reasons of untimely solving of this task. Was presented a systemic structure of forces and measures on technical service and repair of medical technique, which includes 3 levels: I--Center, II--military region, III--territorial area of responsibility. In details were observed tasks of every level of responsibility.

ABSTRACT

The authors effectuated an analyze of station of structure of purchase of medicinal agents in military medicine. Were marked disadvantages: predominance of import agents in centralized and decentralized purchases, small volume of native agents, disbalance of structure of centralized purchases and formed morbidity, low quality of determination of need in medicinal agents and of labour-rent account-claim documents, facts of agent purchases, not included in Form of medicinal agent of medical service of the Armed Forces of RF. Were posed aims on optimization of purchases, replacement import agents by native ones of the same quality, on remaking of the Form of medicinal agents.

ABSTRACT

Within the frame of forming of a new face of medical service of the Armed Forces, were determined the principle approaches to optimization of the process of development of the system of medical supply. It was proposed to use the following principles: principle of hierarchic structuring, principle of purposeful orientation, principle of vertical task sharing, principle of horizontal task sharing, principle of complex simulation, principle of permanent perfection. The main direction of optimization of structure and composition of system of medical supply of the Armed Forces are: forming of modern institutes of medical supply--centers of support by technique and facilities on the base of central, regional storehouses, and attachment of several functions of organs of military government to them; creation of medical supply office on the base military hospitals, being basing treatment-prophylaxis institutes, in adjusted territorial zones of responsibility for the purpose of realization of complex of tasks of supplying the units and institutes, attached to them on medical support, by medical equipment. Building of medical support system is realized on three levels: Center - Military region (NAVY region) - territorial zone of responsibility.
