ABSTRACT

THE AIM: To analyze the activities of a medical institution in providing medical care to the children's population. One of the priorities of the work of the Poltava Children's City Clinical Hospital team is close cooperation and contact with the National Health Service of Ukraine under the program of medical guarantees. Since March 2020, on the basis of the Pediatric Department No. 1, infectious and diagnostic beds have been opened for medical care for patients with COVID-19 for residents of the city of Poltava and the Poltava region, which are 100% equipped with a centralized oxygen supply. The main principles for the effective formation and implementation of the strategic tasks of the hospital are: a programmatic and targeted approach to the management of the institution, the implementation of state, regional and local programs. It is important to form a financial, personnel, material and technical plan, to determine the economic efficiency of the measures taken. The main strategic directions of the hospital are active work on the formation and signing of packages of medical guarantees for 2022 with the National Health Service of Ukraine, carrying out analytical work to comply with quality standards during the treatment and diagnostic process. Important is the high level of surgical activity in the surgical departments with the implementation of modern surgical interventions.

ABSTRACT

The aim to provide valid, relevant, permanent, timely information to all health care institutions, as well as citizens of Ukraine in the framework of public health management processes for quality medical care. Sociological method - allows you to study the social structure and its impact on health. Systems analysis as a scientific method of cognition, which makes it possible to establish structural connections between system elements. Medical information system is a type of information system that differs in a set of methodological techniques, techniques and management algorithms designed to collect, store, process and transmit information in health care facilities. An single information system ensures the provision of reliable information in the right amount, in the right place, at the right time for members of the health care system. One of the important factors in the implementation of health care reform is the electronic health care system (E-Health). E-Health consists of two interconnected parts, one of which - the central database - will be controlled by the state. Institutions will have access to it through the second part, which is called privately developed medical information systems. The National Health Service of Ukraine ensures the functioning of the electronic health care system and awebsite containing information on the electronic health care system. Health care informatization today is an integral, perhaps the main, component of any health care reform in today's world. Creating a single information space has many advantages.

ABSTRACT

OBJECTIVE: The aim: Is to study and analyze the dynamics of the indicators of the emergency medical service of the Ukrainian and the Poltava region in the context of the reforms of the healthcare system in Ukraine. PATIENTS AND METHODS: Materials and methods: In this work, the indicators of development of the emergency medical service of the Ukrainian and the Poltava region were studied and analyzed. CONCLUSION: Conclusions: The provision of emergency medical care in the Poltava region is provided by the Poltava Regional Center for Emergency Medicine and Disaster Medicine. The structure of the center includes 4 emergency medical stations, which are located in cities such as Poltava, Kremenchuk, Lubny, Mirgorod. А modern telemedicine center was built іn 2018 for emergency counseling on-line in new directions was carried out: ultrasound and endoscopic diagnostics, radiology, counseling during surgical interventions, laboratory diagnostics, etc. Emergencymedical care reform Poltava Regional should be aimed at increasing the efficiency of the use of resources; provision of the EMC system by the relevant vehicles; qualitative training of doctors in emergency medicine; informatization of the EMC system.

ABSTRACT

OBJECTIVE: The aim: analyze the morbidity and causes of disability among children of Poltava. PATIENTS AND METHODS: Materials and methods: medical and statistical - for the collection, processing and analysis of data (descriptive and analytical statistics to determine relative indicators, absolute growth indicators), a systems approach and system analysis. The work uses materials from the State Statistics Service of Ukraine, as well as data from children's hospitals of Poltava. RESULTS: Review: In recent decades, the morbidity and prevalence of diseases of children`s of Ukraine remained as high. In the Poltava region, the basis of medical work on the sector includes the principles of early access to medical care, early diagnosis, timely examination and adequate treatment. Оver the past five years, there is a decrease in the number of newborns who visited outpatient hospitals. In the structure of causes of childhood disability over the past 5 years, the first three places are occupied by congenital malformations, diseases of the nervous system and diseases of the endocrine system. Moreover, children's disability from diseases of the nervous and endocrine systems is constantly growing. CONCLUSION: Conclusions: One way to improve the health care system for children is to optimize it. It is aimed at improving preventive work, preserving and restoring the health of the child population, improving and updating medical institutions, and increasing the level of professionalism of medical workers.

OBJECTIVE: Introduction: Providing high-quality health care to the newborn is part of the national health system. The number of healthy children in Ukraine decreases annually. One of the main directions of development of the pediatric service is reduction of indicators of child mortality, increase of birth rate and strengthening of children's health. The aim: To analyze the dynamics of morbidity and causes of infant mortality in the city of Poltava. PATIENTS AND METHODS: Materials and methods: Medical and statistical - for collecting, processing and analyzing data, (descriptive and analytical statistics for determining relative indicators, absolute growth indicators), a systems approach and system analysis. RESULTS: Review: According to a study in the city of Poltava, there is a negative absolute increase in the birth rate of children. In the structure of the causes of death of the child population in the first place are the diseases of the period of birth of the newborn, in the second place - congenital anomalies of development. The third place in the structure of causes of death is occupied by diseases of the central nervous system. There is a clear decrease in the incidence of hemolytic disease, anemia, cardiac disorders, intrauterine hypoxia and asphyxiation. In the structure of birth injuries in newborns occupy closed clavicle fractures, plexitis of the newborn. CONCLUSION: Conclusions: Analysis of the incidence and causes of infant mortality in the city of Poltava suggests that in recent years there has been a decrease in fertility rates, an increase in morbidity rates. The reform should be aimed at improving the state of the pediatric service and the prevention of preterm labor.

ABSTRACT

OBJECTIVE: Іntroduction: Today, due to a lack of financial resources, rural medical and preventive institutions are in serious condition, the inefficient use of available means is increasing. Therefore, one of the directions of solving problems, on improving the functioning of the healthcare sphere, is to determine the level of efficiency of the use of available resources. The aim: the study is to develop an assessment of the effectiveness of the use of rural health resources. PATIENTS AND METHODS: Materials and methods: The analysis and systematization of key health indicators in the districts of the Poltava region. With the help of correlation analysis, a reliable correlation between medical and demographic, economic and social indicators was revealed, and indicators for assessing the effectiveness of the health care sector were identified. Statistics on medical and demographic and economic indicators of the Poltava region are provided by the Poltava Regional Information and Analytical Center for Medical Statistics. The statistical processing of the obtained data was carried out with the help of a program for statistical analysis IBM SPSS Statistics 21. The Pearson correlation criterion was used. An estimate of the strength of the correlation relation was obtained using the Cheddock table. RESULTS: Results: Іn order to determine the effectiveness of the rural health care system, we carried out a correlation analysis of economic, social and medical-demographic indicators. Evaluation of the effectiveness of health care expenditure showed the following results. With the increase in budget financing of the health care system, lethality and morbidity significantly decreases. A significant direct connection between the budget of health institutions, doctors of all specialties and on the other hand - the primary incidence of the population, in our opinion, is associated with an improvement in the detection of diseases by doctors. With an increase in the volume of services provided per person, there is a decrease in mortality and morbidity rates. CONCLUSION: Conclusions: Therefore, such medical and demographic indicators as mortality and morbidity can be used to assess the effectiveness of the rural health system by comparing them with economic indicators. The systematization of indicators characterizing the level of health of the population, including medical-demographic and socio-economic indicators, allows you to select among them the most informative.
