ABSTRACT

The health of industrial workers should be considered from the point of view of broad social positions and primarily from the working and living conditions and the state of health services. Environmental factors should also be taken into consideration. Periodic medical check-ups of industrial workers indicate that their health is improving. Despite the success achieved, this problem in Kazakhstan is not being adequately solved, there are only 61 health units. Hospital beds in these institutions do not have necessary specialization corresponding to the profile of industrial enterprises. Numerous industrial enterprises, oil-and-gas extracting works pollute the environment, which has been confirmed by respective examples. The authors provide evidence for the necessity of economic education for the population. Preliminary results of experimental introduction of a new economic mechanism and medical insurance in Kazakhstan are being considered as factors contributing to the improvement of public health financing resources.

ABSTRACT

An analysis is made of the current level and regional peculiarities of infant mortality in the Kazakh SSR. It was found that despite considerable decline of infant mortality it still remains one of the urgent problems of social hygiene and public health organization. Infant mortality causes great socio-economic damage to the society reducing by 2.2-3.6 percent the participation of each generation in the process of public production. Taking into account that the deceased do not participate in the process of public production each case of infant mortality causes a damage amounting to 139.8 thousand roubles to the society. Among factors stipulating regional peculiarities of infant mortality the most important is the level of socio-economic development of individual territories. The latter requires a comprehensive approach to the fulfilment of tasks targeted at the reduction of mortality among children of the first year of life.

ABSTRACT

An assessment of changes in the incidence of suicides is provided. An analysis is made of age- and sex-related features, motivation, methods, the level of alcohol intoxication at the moment of autoaggression; the extent of impact is determined which suicide and autoaggression make on the main economic-demographic indices. It has been found that the established level of suicidal actions incidence influences the main economical and demographic indices. Positive changes occurring recently in the life of society, the realization of measures to combat hard drinking and alcoholism resulted in the reduction of suicide incidence. However, despite the decrease in suicide incidence the proportion of persons among suicides who resorted to the act of autoaggression during alcohol intoxication remains practically at the same level. Suicidal behavior leading to the tragic outcome should be considered as a socio-hygienic problem as it is caused by lifestyle, insufficient social and medico-psychological protection, close association with alcohol abuse and has a considerable impact on the medico-demographic indices characterizing the state of population's health.

ABSTRACT

A discussion is provided of issues related to the determination of priorities in the field of rehabilitation . It is indicated that under present conditions the disability due to occupational diseases is a major socio-hygienic problem causing great socio-economic losses to the national economy. While analysing the impact of regional features in the development of public health and its specialized services on the level of medico-social rehabilitation of disabled persons it was found that there is no correlation between the phenomena studied. This situation can be explained by the absence of specialized rehabilitation service. It is suggested to create a network of cost-accounting medicosocial rehabilitation centres based on insurance medicine, their cost-effectiveness is demonstrated.
