ABSTRACT

The paper considers topical problems of medical examination of young men to define the category of their fitness for military service and organizational aspects of three-stage implementation in this area under the present conditions. Appropriate methods for evaluating economic efficiency have been developed and tested. They make it possible to deduce in situ an integral to assess activities in medical providing the preparation of young men for military service in the context of years, some nosological entities, and medical facilities.

ABSTRACT

The article deals with methodologic, methodic and organization features to evaluate efficacy and quality of activities performed by occupational hygiene specialists and departments in I authority level Centers of State Sanitary and Epidemiologic Supervision. The author suggests a method measuring quality of the activities and a computered technology for sanitary and epidemiologic evaluation. The technology could be used in control over Centers of State Sanitary and Epidemiologic Supervision in their activity aimed to preserve sanitary and epidemiologic well-being for industrial workers.

ABSTRACT

Complex medical social analysis of reproductive health of modern boys was carried out. Approaches to specialized care of boys and youths in St. Petersburg are presented. Measures aimed at creation of a universal staged specialized service including outpatient and inpatient care are offered. Standards were determined as regards care of boys with reproductive system disorders for primary health care centers and for the second component of specialized service, responsible for the major part of outpatient care. A comprehensive departmental system of medical care quality control is suggested, including public health administrative organs and clinical expert committees of treatment and prophylactic institutions.

ABSTRACT

Methodological, technological, and organization characteristics of efficiency evaluation of specialists and hygienic departments engaged in a State Sanitary Surveillance (SSS) Center of the first level of management are presented. Main notions concerning the efficiency of SSS are formulated. A method for quantitative evaluation of the quality is offered, allowing comparison of compatible and equivalent parameters. Validation for mathematical models of efficiency and quality criteria is offered. Computer technology Sanepidotsenka (Sanitary epidemiological evaluation) is offered, which is used in the regulation of SSS Center activities aimed at maintenance of sanitary and epidemiological well-being of territories.

ABSTRACT

Discusses obviously limited potentialities of obtaining systematized analytical data by organs and institutions of social sphere. Such potentialities are particularly low in public health, specifically pediatric research and practice, where analytical materials would help improve the development of strategic programs of maternity and childhood protection and adopt adequate managing solutions at all levels. One of the constructive decisions aimed at the formation of a system of sociohygienic monitoring of children's health and ensuring integration of efforts of all responsible organs is creation of Federal Center of Social prevention for Children and Adolescents. The Center will ensure economy and rational utilization of finances and staff at the state and territorial level. Its purpose is to unite the interests of all profile organs and institutions for ensuring social well-being of children and adolescents.

The authors propose a method for quantitative evaluation of the efficiency for comparison of compatible and equivalent values. Definitions essential for evaluation of the efficiency the State Sanitary and Epidemiological Surveillance are formulated. ABSTRACT

Structural and functional changes in the system of laboratory provision of the State Sanitary and Epidemiological Service under modern economic conditions had a positive impact on the number and quality of laboratory studies. The concept of rearrangement of laboratory service for the period of up to the year 2000 and its staff and material provision improved the quality of laboratory work and eventually the quality of sanitary epidemiological surveillance at the very first stages of its realization.
